I ran my two alt accounts past the thresholds, and my main account is currently in the top 200. Among all 3 accounts, I only saw a portal pull drop once so far (and it was a Behold, amazingly enough). So they're incredibly rare.

I got a single portal pull this event, never saw one during the first.
I had a several 300 chron drops during phase 1, maybe saw one during phase 2. But got 75 and 150s pretty regularly. Just kept farming space missions and investing back into Intel. Have managed to hold around 300-400 in rank.
Also Banjo Man finally dropped for me from a gauntlet streak, so between all the other farming was still able to FE him, Breen Dukat, and new 2* Geordi.
All in all, been pretty happy during the event.

Luck of the draw. I was in the top 200 in the first skirmish event and it looks like I'll finish this one in the top 200 as well so ran a LOT of skirmishes and I have gotten a grand total of zero portal drops. It all depends on whether or not RNGesus favors you.
Just an observation, and it could be completely random, but I noticed that playing out the Skirmishes around certain planets nets more Chron loot drops than others.
For instance, Risa seems to be dropping chrons at about 500% over Gralik.
My distribution appears pretty average compared to others described here. Had a few exceptional drops -- 2x300 chrons, 1xrare portal, 1x1500 VPs, but otherwise pretty ordinary. My final score is just under 850k VPs, so that gives you an idea of how many skirmishes I ran.
I got one portal drop last time in both my accounts. I was just over 1Mil. VP on both.
This time I was about 1.5Mil. and 1.25Mil. but no portal drop this time on either.
It is a very rare drop, last skirmish I got it in my last set of skirmishes on both accounts.
I really do not have a lot luck with these single pulls. And, I will usually get honor or schematics. So I am not disappointed. (All the other rewards have three levels, all we know so far on these is we get a single pull of premium portal)

I didn't get any portal pulls and much less chronitons and honor than reported drop rates. I ran more skirmishes this time and got much less loot from the boxes. I recall seeing Earth's star bases for most of the event so maybe you are on to something.
I finished at #120. I did get 5 portals as rewards. I got a number of 300 chronitons, including 2 on the same run. That was amazing! The RNG was in my favor, that’s for sure!
I was about #1090. Sigh. Totally grinding, and went to sleep last night (In California) around 700,and finished outside the La Forge zone. I got one Premium Portal. Far more Intel and VP drops than chrons. Didn't mind the credits. Loved the event, despite the disappointment.
