I'm a somewhat new player (2,5 months) and i've got 3/3 Keevan by getting the daily rewards. Even people who can't login every single day will be able to still get him in a few days. I'd consider the daily reward to be a baseline activity that everyone should go for.
People who just started out and haven't played for 3 weeks yet will have serious trouble reaching the required rank during the upcoming event (during last week's skirmish event I cleared the threshold, but wasn't strong enough to get to rank 5k - I only managed to reach the threshold at all because of that **-Vulcan cruiser being offered in the daily rewards since i started playing... I have nothing that can beat even the very first ship on elite or epic).
So yes, I don't see why Keevan is even being considered as a ranked reward at this time. Third Remata'Klan was not in the daily rewards nor part of an event these last 2,5 months at least.

Unless it's a brand new 3*, chances are these are going to be airlock fodder anyway, so it's a questionable hill to die on.
