DB knows we want that, and they know why. Thus they will never give it to us so we buy more slots. I think they should put such a crew in the Honor Hall instead of a useless EMH. I would spend honor for that right away and consider it worth the cost.
If they're limiting game content only to make us use one extra slot, this isn't very smart (and that's an euphemism). I do hope people working at a multi-million dollar company are smarter than that.
However they probably see no instant profit in greens and blues, which is a pity because that's very short sighted, and that's something I'm far more inclined to believe when we're talking about profits. Adding something which could be exciting for everyone and not just whales once in a while like a 3* Data or Picard or a 2* Valeris in event thresholds would definitely be a good thing for the game.
All in all we're probably talking about DB hiring an extra artist to make some cards or paying some overtime to the existing one, which shouldn't be the end of the world.

Yes, absolutely, but at the end of the day it's the art that is the most resources intensive, I doubt the designers spend that much time creating and "balancing" cards, they probably work with spreadsheets and have a few guidelines to follow.
Picard was 1 star. Buy him once (still useless) and you can freeze him. EMH is two stars. You have to buy him AND cite him. That costs too much for the lack of value. I find the EMH quite useful as my MED cadet on every day but Thursday, when I don’t need MED crew anyway. I froze Crusher in favor of him months ago.
