I am guessing she might be added in the last mega event because she is costumed and would fit with the event structure.

If she's added this early, she's probably the Tuesday pack. But it does seem strange to have someone so closely tied to the theme of the mega not be part of it, so maybe she got loaded extra early.

The bigger question might be: if she's got command and diplomacy, what's the third skill? Might a child caregiver get MED?

There is precedent for a low Med skill on a caregiver. Ideally she will be a 4* in the Picard event but that’s a lot of bonus. This Janeway should not be 5*, though, we have bucket fulls of 5* holodeck Janeways. How about Year of Hell Janeway as a 5* in an actual captain’s uniform.

I could certainly live with a 2 star female Starfleet added. Especially with enough med to finally finish that last node on cadet missions.

Me neither (even if that would mean she'd be in my crew just long enough to be immortalized and frozen). But I think she's much more likely to be in the Tuesday pack, given that we already have a 2* and a 3* version of her. Which is disappointing, since that she's the first version we get this year, especially if she will be a 5*.

If it is MWF then Dr Crusher comfortably crits it.
If Sunday, then if I recall it us definitely Selar but Bashir also covers it.

Ah, my bad — I forgot that joke. Kind of blocked a lot of that show out of my mind after watching a bit of the disappointing fourth season — didn't even bother with the fifth.

The fourth season took a gamble on how they told the story (driven obviously by scheduling conflicts among the cast) but there is now a more linear version that was recut with a few added deleted scenes and minor special effects work. And season 5 seems to be an improvement over season 4, though neither live up to the exceptionally high bar set by the first three.

Well, the mystery of where she would appear has been solved. I just hope this doesn't mean we'll have to wait until 2020 to see her in an event again

It’s no surprise. The biggest whales have all of the 5* cards FF so they immediately got 5 copies of her from the collections.
