Spend 120 chrons in the Skirmish portion though and you can net 6000VP and potentially replace the chrons you just spent. It's a no brainer from my perspective.

From the galaxy portion I'm netting about 90k credits every 10 minutes or so. This is about 100 honour plus items on a x10 basic crew pull. There is also a possibility of a behold.

I started a skirmish about half an hour before the end of the skirmish phase, did two battles, then was busy at work. After the galaxy phase had started I clicked on the event button, and it told me that the skirmish half had ended.
I now have four copies of Pabst, and 500 honour from the community pull.
During the skirmish phase I farm expensive components. 2* and 3* databases, basic sensors (useful in the galaxy phase), some 3* clothing. The databases are useful for gearing up crew.

I doubt the disparity in activity would exist if the 5* rank character was Captain Spock rather than Layna. Layna's popularity and value (one-off with average stats) are not enough to motivate a strong phase 2 push by many players. Substitute a different rank reward and I'm sure the galaxy phase would have been equally active.

If anything it's a hint that the event rewards structure has been messed up since the start. It's absurd that only 25 players are getting more than one copy of a legendary card, hence the low participation numbers.
There is indeed no point in participating in the galaxy part if you're not that interested in the legendary character because there's nothing to fight for. I'd bet more people would give it a try if it was possible to get 2 or 3 golds without buying your way up the ladder, but with your horizon restricted to one lousy card it's not worth the time and resources you have to put into the event.
There are 100k players (yes I've been able to verify that by checking how i'd rank with the minimum VP late into an event) and only 1% get the gold card, and only 0.025% of these 1% are getting more than one copy. It doesn't take a degree in economy to understand why participation numbers are low. It takes a very desirable card for people to bother with a dead crew slot and a 1/5.
This has been a complaint on the forums for over a year, and even if the rewards structure gets an update, I'm not holding my breath for more 5* cards to be handed out. A larger threshold table and expanded community rewards (1500 honor @2 Billon VP for example) would have a greater impact on participation than expanding the 5* rewards in IMO.

That's not enough. To increase participation you have to give something people really want in return. I really don't see the incentive if the last threshold reward is 1500 honour. Yes honour is nice but 1500 is a pittance, it's not worth wasting thousands of chronitons. The major reason people play this game is getting more or better cards so that's what has to be given, anything esle can and will be ignored.

So much for the last minute turn-in causing a precipitous fall in the standings. Final result: 1161 with about 507k VP. That's less than 100 spots. Was there a glitch at the end or was the participation really that low? For the record, I processed a few recipes and increased my score from 503k to 507k about 3 hours from the end.
Close, better luck next time. I was surpeised at how well I finished. Skirmishes are definitely my favorite, followed by faction. Hoping to add Goddess Troi to my crew next weekend.
I have at one star from the first event. Will be nice to get a second. And I hope Apollo is Threshold. Then I will hold him at level 100 with nothing equipped. I have Kirk FFFE.
Both Kirk and Apollo are FFFE for me. Playing for the Goddess and I hope to make it to the honor threshold if it is available. The rest will be honor for my upcoming citation of the Caretaker or the next mega.
