1701 Dax is probably the most notable - I am surprised I have never seen her either on a voyage or a behold.

Hologram Barclay - elusive, cannot remember him in a behold have 3 copies now
RAF Julian Bashir - I must have airlocked him the first time around for his event (not 100% certain) ... eons ago ... for the rerun I did not rank high enough to get him ... boy he's useful now (for collections). I copy
GI Chakotay - airlocked as an event reward back in the day, the oldest crew I'm certain I airlocked and have never seen him since, would have chosen him on the spot If I had. one copy

Riley Frasier - airlocked after event (the last event 4* I ever airlocked that I didn't already have), not seen since. 2 copies

Kurn and Tomalak were absent forever before they started appearing.

Apart from that, it took me ages to get Warship Janeway and Tommy Gun Dixon and Dixon is still at 1/4*. I also have Doctor La Forge at 1/4* and can't seem to get further copies out of anywhere.
Mine was Temporal Agent Seven. I had her at 3/4 before the recent event that had her.
Speaking of Armed Georgiou, her character blurb is...strange.
Apart from the weird wording, it would make sense if it was Desert Georgiou's description, but Armed Georgiou?
So i don t pay attention on clicking the right voyage dilemmas(just too lazy to check Wiki), nor do i use dilithium to extend voyages.

Here's the funny thing, though. During his event, I immortalized Celebratory Ash Tyler, and froze him after the event. Now he's no longer in my cryostasis vault.
I've opened a ticket about this. How much do you want to bet that when they get around to replying, it'll be something along the lines of "Well, without a screenshot, there's no proof you ever had him, so just deal with it"?
Dr Soran dodged me for a long time after I started trying to collect everyone I could - I think because I did find one back when I was new and crew space was tight, and he went right out the airlock. Got him now though.
Currently I'm down to four that I don't have any copies of...
