They've done several 4* Admirals now. "Picard", Ross, Paris, now Dougherty. Not sure the reasoning, but it does seem to be the recent trend.
It's not that, so much as the fact that he was a decently important villain in the movie. Seemed deserving of legendary status; especially if they're releasing him on a Tuesday pack.
If anything, I woulda pegged Dougherty for a three-star, as a secondary antagonist in a mostly forgettable movie. (Though Klaa was a four-star, so who even knows anymore).
Ol' stretchy face himself eh? Hopefully the pack has something more enticing. Ru'afo would have been good in the pack with him but that won't happen.
Today is the 20 year anniversary of Insurrection, why wouldn't they throw in Ruafo?

They did it before with the Borg Queen (Rejoin the Collective pack) and Kortar (that huge Klingon Pack) but those packs released a good amount of time after their megas Ru'afo is still pretty new so I don't know.

Even Admiral Ross who was seen as good, worked with Section 31 to get an innocent Romulan Senator imprisoned so that a Romulan Senator more favorable to the Federation would become leader of Romulus.
