Admiral Nechayev was not evil but was rude ad insulting to Picard for no reason.
I thought Nechayev was tough as nails and put Picard in his place. He should never have let Hugh go like he did, and she called him on it:
“Your priority is to safeguard the lives of Federation citizens, not to wrestle with your conscience. Now I want to make it clear, that if you have a similar opportunity in the future . . . an opportunity to destroy the Borg . . . you are under orders to take advantage of it. Is that understood?”
Seemed like almost every starfleet Admiral was corrupt or evil. Picard got so many kicked out of starfleet. Admiral Nechayev was not evil but was rude ad insulting to Picard for no reason. Even Admiral Ross who was seen as good, worked with Section 31 to get an innocent Romulan Senator imprisoned so that a Romulan Senator more favorable to the Federation would become leader of Romulus.
Don't forget Admiral Cartwright. "Hey Let's start a war with the federation!"
OTOH, they're not all bad.
- Admiral Owen Paris: Sure he was a bit gruff and there's the daddy issues Tom has, but OTOH he tried to give Barclay a fair shake and kept his cool.

Well it was worth a shot, I even have 1/4 Anij fully equipped, since I guessed (wrongly, as it turned out) she might've been in the Ruafo mega event a little while back.

I am really sorry, you two...with Bazooka Worf and Ru’afo immortalized but only a 1/4* Anij, I spent my dil reserves on two pulls and got two more stars for Anij. If I had more dil I might have rolled the dice one more time, too. Really truly sorry about stealing your luck!
I, too have a personal policy about not ever pulling Tuesday packs, since I have all the purples, but since Dougherty was new, and I could always use an extra * on any of the Golds, I decided to give it a go, and got a Dougherty right out of the gate. This was also nice because I have so few crew to level any more, having one to work on outside an event is kind of nice for a change.

This is my situation as well, easily the best odds I’ve ever had going into a best-chance pack! Alas I’m stuck with 2 superfluous Bazooka Joes-
And Anij, three stars omitting, still is sitting, still is sitting,
on my pallid undone crewlist perched above my portal door
I queried plainly, distraught but sanely, as she stared blankly oe’r two-starred Thot Gor
If ever again I might see gold or even just a new behold
Spake from my portal, an ageless immortal, and with a chortle:
“Nevermore”
A bunch of commodores had problems too. Starfleet was definitely not promoting the right people. Was also weird that Starfleet was supposed to be made up of people from dozens of planets but almost every Admiral was human with just a couple Vulcans and one Bolian.

Sisko getting the Romulans into the war was just as "bad" if not worse than the Admiral Ross thing you mentioned here. The road to hell is paved with good intentions

To plagarize one of my favorite authors Douglas Adams:
It is a well-known fact that those people who must want to rule people are, ipso facto, those least suited to do it... anyone who is capable of getting themselves made PresidentAdmiral should on no account be allowed to do the job.

Funny, years ago I participated in a StarTrek themed group fan fic. One of the elements I brought to the story to help bring new independent characters and plot lines was that the Federation was a bureaucratic fascist organization and Starfleet Command was their military arm.
It made for some good story telling.

I would not say that the Federation is fascist but certainly flawed but striving to be better. It seemed that the captains were the conscience of the Federation and the Admiralty the ones that had to compromise to achieve Federation goals and sometimes compromised too much. Part of the problem was that Gene Rodenberry set up a system in which the protagonist of each series is a Captain without any major flaws who commands a crew without any major flaws which leaves the writers nowhere to find flaws in Starfleet except at the top.

Oh, I know. The story was being written in the last seasons of Voyager. One of my more insightful narratives was pointing out how such a do-gooder Picard was.
Here was a Captain of the List who uncovered an alien infiltration into Starfleet Command.
While he commanded the "Flagship of the Federation" did any Admiral hoist their flag there?
No, instead Picard was sent on deep space missions, so obtuse that when the Borg returned to Sector001, the Enterprise-E was told to stay away.
Why? Picard was not "Federation material"
As I said, the twist made for some great collective storytelling.
I can't remember the last time I opened a pack that wasn't part of the Community/Threshold Rewards ... maybe 2 years ago?
As I didn't have any of the 4*s FF and only Ru'afo immortalised I thought I'd give it a go seeing as the free monthly card has given me a ton of Dil (for someone in my position):
- Ba'ku Worf - second star;
- Command Hologram - 4th star, behold with two immortalised crew;
- 500 Honor in 3*s;
- 3x ship schematics ... two of which levelled a ship (NX-01Enterprise, now 8; I.S.S. Avenger, now 6), the third was replicator fodder. Wohoo.
That's it for me this time around ... next time I'm in a similar situation might take a stab at buying another pack, but it'll probably take another 2 years, hehe.
Comments
(I only have Worf and Anij maxed out of that pack.)
Dougherty was duped by Ru’afo. Dupe: one that is easily deceived or cheated. A fool.

- Admiral Morrow was just doing his job.
- Admiral Bob On one hand I think he was trolling Kirk by sending him to Nimbus 3 with a broken ship, OTOH it's STV so who cares?
- Shanthi just did her job.
- Bill Didn't appear to be complicit in Cartwright's plotting, so he gets a pass from me.
And admiral pips...off all ranks
Got two Worfs. I can take a hint.
%$#@!
