For our “Captive Intent” Mega-Event, special discounted packs will be available in the Time Portal! This will be the perfect opportunity to acquire crew to help you throughout the month, so don’t miss it!
During parts 1 through 3 of the Mega-Event, these special themed pack will showcase crew with the “Interrogator” or “Prisoner” trait. The 10x pack will have a discounted price of 490 Dilithium.
Our Mega-Event Recap packs available after the Mega-Event has ended will also be discounted at 390 Dilithium for a 10x pack and 3900 Dilithium for a 10x pack featuring all Super Rare crew with at least one Legendary crew guaranteed. These packs will feature all the crew from the Mega-Event, including Thrax!
These will be the only mega-event related packs available for the “Captive Intent” Mega-Event. The regularly available Vanguard, Catch Up, and Reinforcements packs will not be offered.

Can you confirm the normal weekly event packs will also still happen and if those will also be on sale.
The weekly event packs with the featured crew for the event will still come out each Wednesday at their normal price.

Going by the example image posted to Twitter...
...does this mean that we should expect that these crew (Xindi Prisoner Archer, Mirror Garak, Vengeful L'Rell, Mintakan Troi, Prisoner O'Brien, and Tosk) will not be one of the weekly featured event crew across this mega? And will that always be the case for these discounted packs?
Because it would be extremely crappy of them to sell a pack that has what they know will be featured crew at a discount in advance of confirming whether they're featured.
For instance, if the example packs are what is about to go on sale, and these packs come and go only for folks to find out two weeks into the mega that Mirror Garak is suddenly going to be featured event crew but is then only available in the non-discounted pack for his event, that would be obnoxious. Hence my query.
If a crew is available in a discounted pack and then later is available in a normal priced pack, well you could have purchased the crew at a discount earlier, so I don't see the problem.
If you get a crew in a discount pack that ends up being event crew 2 weeks later, then you had the crew for 2 weeks as a small bonus and you had 2 weeks to level the crew, again I don't see a problem.
I don't see why this is any different than crew in a Tuesday pack that is also in the regular portal or may show up in a future Tuesday pack or event pack.
(I know she isn't very useful, but she's one of about 5 existing legendaries that I really want just because I like the characters and/or that version of them, so I'm more than happy with the result
wait my friend as these packs seems to be rotating crew with the respective traits so there is a possibility of powerhouse crew showing themselves
That is the impression I got from the in game mail. There will be different packs each event during the mega.
Correct: crew in these trait packs will not be featured crew in any of the events in this mega-event.
There will be different packs with different crew included in at least the second and third week of the mega-month, yes.
With the limitation of available interrogators and prisoners, that makes sense. May need to do a repeat or three in week 4. Thanks, @SunshineRiker ! (For both clarifications)

I would love a shot at Temporal Prisoner Chakotay, personally.
I feel like a broken record by saying that I desperately want Rura Penthe Kirk...if he shows up in one of the discount packs, I would definitely dip into the dil reserves earmarked for Cheesecake Doctor Seven.
