Slowly approaching a point where I might finally start citing some of my legendaries.
So, here are all my Legendary options - to which should I start adding a citation? Who should my first project be? Or, should I do nothing and continue saving my honor for a rainy day; immortalize non-portal 3/4's, purchase Honor Hall legendaries, etc...?

- Don't cite crew you can get from Gauntlet crates (e.g. Armus, The Caretaker) a waste of 50k Honor because over time you'll get more copies ... scratch off of list
- If Voyages are your main goal ... scratch all 2-skill crew from the list, they will be of limited use there.
- Don't bother taking your crew out of your inbox ... they're not good enough at the moment (you'll need them in the future for collections though) ... scratch off of list.
- I take a two-pronged approach:
1. Make sure I have 5 5* crew with a base stat of over 1000 per skill (after bonuses) ... this can be combined with crew that will be useful in future events (e.g. Disco crew) ... e.g. I need better SCI, so I just cited a 2/5 Away Team Saru to 3/5 and will continue to do so till 5/5. He should help with any Disco events and also helps my voyage totals for the SCI/SEC combo (where I needed help).
2. I cite 5* crew that have unique skill combos on my crew. I've made an overview for voyages and I can see which crew provide something others don't ... e.g. why Mirror Data is near the top of my list to cite (only crew with ENG/SEC/SCI) and someone like EV Suit Archer is at the bottom (have 7 CMD/SEC/ENG crew with 3 that have his specific combo).
- Finally, keep tabs on how long it takes you to build up 50k honor ... this will give you a good indication of how "fast" you can immortalise crew ... for me this has meant that I'd rather cite 2+/5 crew, because taking a 1/5 to FF will take very long ... my main hope there, is to add stars to 1/5s via beholds and then I see what the potential is going forward with citations. This is because the step from 1/5 to 2/5 gives very little stat benefit so it might take 2 months before starting seeing real benefits when they hit 3/5.
Niners Sisko - Main Cast and has awesome Base stats, voyage score isn't too bad either and has useful traits.
Gladiator Spock - Again main cast with decent voyage score and I have always struggled on SEC/SCI Voyages, so I'd rank him quite highly.
Ahdar Ru'afo - Engineering Base is awesome and CMD/ENG voyages can also be tricky to find the right crew.
Mirror Stamets - Good voyage score and useful skill set.
Bridge Officer Number One - Decent voyage Score and would be your best DIP/ENG combination
Etana Jol - Closely follows number one and her fusion level is already higher but more likely to enter the portal sooner.
Kol - Good traits and voyage score but so does Niners Sisko.
Other considerations of crew that are in the portal.
BR Bashir - probably your best MED base would be probably good to finish him off
Cornwell - Solid in Both MED and DIP has been bonus crew many times also might as well finish them off and enjoy the big stat boost.

Banjo's list would be the same as mine, except I might flip Surak and Etana, but that depends on whether you need SCI or ENG more right now. That will get you a long way down the road to longer voyages and better shuttle bases.
After you finish those, I would run down your list from the top. Da Vinci, Stamets and BO Number One will really build out your voyage crew.
EDIT: I just re-read the rest of your post, and one note, no matter what you choose, I would NOT cite any of your 3/4s. The honor cost is far too high for too little benefit, and Campaigns will hopefully continue giving us one 4* citation a month for free. Save your Honor for your Legendaries only.
I also agree that your first step should be investing in those highly effective mega crew recommended by Banjo, those will give you a big jump in voyage work.
This will already take you a while so maybe you don't need more advice yet, but I thought I'd add a little food for thought for the future (and other readers). Especially for someone who is not a big spender you will benefit greatly from focused goals.
Some of the earlier recommendations here were talking about event crew or ones who help with especially difficult voyage skill combinations (such as sci+sec). Since you have no citations on so many mega crew (some from a while ago) I'm going to assume that you don't spend a lot of money. Once you've got the baseline of all those mega crew done, you'll probably be firmly into 8+ hour voyages even during faction events.
At that point, more new crew introductions might change your options but I suggest deciding if:
1. invest in event crew. One event crew is a big honor investment for just one shuttle seat. They help quite a bit, but for a low spender that's a big investment even for high frequency event crew like dax.
2. invest in voyage crew (which helps with galaxy/skirmish/hybrid events via chronitons). When looking at the ranked lists to select crew, keep in mind many of the crew are highly recommended because they fill difficult voyage gaps. I'd only invest there if you're having a hard time with reliable 8 hours (such as CMD Med), though there's a trick to start and cancel voyages immediately to switch from those if needed.
Those tough skill combo voyages might take you a number of crew to invest and reach 10 hours and will be impractically long for you. Don't try to gradually increase every voyage from 8.5 to 9 hours, then 9.5, etc. For a low spender, I'd recommend investing in crew to first reach EASIER voyages at 10+ hours, such as those with CMD/DIP/SEC. Then move on to others.
Sorry for rambling so long, I've given this topic a lot of thought since starting this game. hope it's helpful to someone.
I will second this list. Surak is still my #1 in total voyage skill and only just got surpassed in base SCI by Leonardo. Etana Jol has a somewhat rare skill set and Cornwell is an ace for voyages and shuttles for MED. Ru’afo and BQ have my top bases for their primary skills and are used every single day on voyages or shuttles, with bases good enough to at least challenge small-bonus Faction event crew.
Kol is the only one of these I didn’t cite or DYC, and that’s because I am pretty loaded on SEC right now. If you don’t have Kortar *and* at least one other strong SEC/COM or SEC/DIP crew besides Thrax, Kol is definitely worth working on.
The mega legendaries are generally added to the portal along with other cards released around the same time.
I don't subscribe to the all-immortal Begold protection theory myself. If you have less than five immortalized legendaries, the odds against that happening to you at all are very small (though not zero, obviously) and even if it did, all these cards are good enough that starting a second copy is a legitimate option.
Good points, both. The RNG often seems to curse me with long runs of immortal duplicates, but I realize that's just me failing prey to a misconception of chance.
This has been very helpful, though - I'd initially thought to pick a 1/5 or 2/5 "project" to work on gradually bringing up to speed, but the Megas do provide more immediate Voyages benefits.
I believe my honor rate is about 25-30K a month - modest, I know, but fairly consistent. Though now with Campaigns active, that amount may increase slightly. For now, I've around 100K extra to spend.
I never go by what may happen. The best improvement is to go to 5 stars. A cite will get you there right now whereas a behold with that crew may never happen
Get Killy to 5/5. Skirmish faster, get more honor, then refer to all that great advice above.
But additional fusions don't speed up Killy's Ability initialization, do they? Just increase the attack bonus?
Correct, it does not affect the damage bonus or initialization. I don't have Killy, but I have RP Commandant, who has the same ability. At three stars, I'm able to pretty much knock out any ship in the Arena in six seconds or less. More stars would be nice, but not mandatory.
I can clear a whole round, (animation times and everything) in 2:08 with 5/5 Killy. That attack bonus is multiplied by the 400% damage. It makes a difference. Subtract my time for a full round from your time. Multiply that by however many rounds you Skirmish. Whatever that time is, is how valuable 5/5 Killy is to your game. If you don't Skirmish much, then it's not very valuable. If you try to rack up 1 million VP, then maybe it's more like an investment.
My last two skirmishes have been 2.5+ million VP. My opinion is obviously biased. #FullDisclosure
That's a pretty compelling argument, Skirmish is obviously a very valuable event type. This is making me seriously consider adding citations to RP Commandant (I don't have killy) after I buy some discounted event packs.
I don't want to tell anyone how to play, but getting you to think about it was my goal. Winning.

That's what they say, but... It just isn't easy to believe. I mean... It's the Browns.
If you FF/FE a Mega event legendary during or shortly after the event (once cumulative Mega event packs are done), you get many many months of max skill use of the character for every aspect of the game before they are added to the portal. You will get your money's worth of honour use by citing early. Even if a begold or single pull comes up, you won't be as upset because you will have heavily used the FF/FE card by that point. As many others have said, going from 4/5 to 5/5 is the best stat jump in the game and the best use of honour.
I’ve been real pleased with the Cube’s performance in Skirmishes but maybe I will have to test the Krayton to see what you guys are raving about. It hasn’t done much in the last several months other than an odd voyage here and there anyway.
- I really think you should cite mega-event crew week 1 ... so BEFORE you start thinking about a "new project" make sure you have enough Honor by the time the next mega event rolls around!
This basically means the last point in my first post ... know how fast you build up honor (see below).
With 25-30k a month you are basically getting Honor every two months for 1 citation for a mega-event 5* (held every other month) ... so you've actually "only" got 50k to spend right now ... spending that on a 1/5 means they will go to 2/5 and be stuck there for an eon ... because of the extra 10K every 2 months means you can buy two more citations a year ... i.e. it will take you from today to a year from today to cite up a 1/5 to 5/5! (just to provide some perspective).
- 100k;
- put 50k aside for mega-event 5* in June (Month of Hell?) -> 50k left;
- buy 1 citation today -> 0k left;
- +30-40k before June rolls around -> 40k + 50k for mega event citation (that you saved in step 1) to use in week 1.
So realistically ... you're only adding one star to your collection of 5*s unless you want to forego citing mega-event crew in week 1 (go against advice given here by various people).
- Of your old mega crew I'd personally only cite Cornwell, Surak and Etana ... I don't think the other six are worth it at this moment in time. Surak has the highest voyage total of the three.
- I wouldn't specifically invest in event-related crew ... but I would take it into consideration if I have two equal crew who I want to add stars to (e.g. Mirror Stamets vs Da Vinci).
Just to elaborate my Away Team Saru citation:
1. I need more crew with a good SCI base ... I only have 2 above 1000 (an arbitrary number, but I chose it because most 4/4s do not have base scores of over 1000); Surak (5/5) and Honey Bare (5/5) ... I had AT Saru at 2/5 ... other options were Da Vinci (1/5), Mirror Stamets (1/5) and Lt Commander Dax (1/5) (Scientist Degra 2/5)).
2. I noticed SEC/SCI voyages was my poorest area, where I might not reach 8 hrs during an event weekend ... other citable SEC/SCI crew were Admiral Janeway (2/5) and Maquis Tuvok (1/5).
3. I have Armus at 3/5.
4. It takes me 3 weeks to get 50k honor in (and I'm a non spending player, as you know ... this is due to being able to convert almost all 4*s to honor); I had 51k when I purchased the citation.
--> taking all the above into account I felt that Saru fit the bill best ... and at 3/5 he also makes it that a little used crew becomes a lot more useful ... where the likes of Mirror Stamets/Da Vinci are used all of the time anyway.
(and then I get thrown a curveball by the game ... if I make top 1500 this weekend the new 5* at 1/5 will be #3 on my SCI base list, better than the 3/5 Saru ... heh, the same happened when I started citing up RAF O'Brien and then the next mega event 5* was Ru'afo ...)
