Didnt the Reptilian leader get Degra kicked from the Council?
As Banjo said. Degra was never kicked off the council. And, Degra was more in charge of the council than Dolim was.
Dolim was really just doing the bidding of the sphere-builders. The sphere-builders had been controlling the council. Degra realizing the truth about the sphere-builders was doing what was needed to remove the sphere-builders control from the Xindi's.

I was thrilled to get Degra, mostly because I like the character. Season 3 of Enterprise has it's ups and downs, and certainly isn't the most popular in the fandom, but I really enjoy the Xindi arc. I think a lot of it has to do with the talent involved: Rick Worthy, Tucker Smallwood, Scott MacDonald, John Cothran, Jr., Randy Oglesby, et cetera.
I don't know how many others are hoping for a future Councilor Depac/Mallora or a Kiaphet Amman'sor, but I know I am.
Now I just need to get the Xindi Insectoid Councilor and the Sphere-Builder Presage.
