Damn. I should have started to participate here earlier . My roster wouldn't be such a ****show.
I havent even considered the value of main cast characters for events. I thought their appeal was just being main cast. I also tend to ignore traits.
So if I use 50k to cite Janeway (provided I get her, I didnt have the time to participate in the event), what to to with the remaining 100k? Wait for the next mega event and spend it on the crew as well if it's worth it? I don't necessarily want spend everything right now, but I'm aware of my habit of saving for a rainy day (that never comes)...
There are many paths to improving crew. You could save the rest of your honor for later but depending on your honor accumulation rate I don’t know if it would be really best to wait two months for the next mega recurring legendary...conventional wisdom is that it’s good to have 50k honor on hand if the mega legendary is a good one. And in your position, it’s likely that every mega legendary will be a good one for you even if it’s not great for veteran players.
Also I don't want to start a new topic (especially since we kinda touched the subject here) and I would like to get some advice on giving Demora Sulu some company (= firing people). I usually just select the one with lowest stats (focusing on CMD/DIP/SEC since they are not that rare, at least for me), but the discussion above suggests that might not be the best metric. I also thought that keeping someone who isn't in the portal yet was a great idea since you cannot get the crew and you can cite them since you already have 1/4...

I'm not really in need of crew quarters, so we don't have purge 70% of my roster. I'm fine with keeping all of them if they have a potential future.
That you’re not yet stressed for slots is good. I’d definitely keep all of the 4/4*s and level them as you are able. The ones that don’t get used regularly can be frozen to make room for new crew and your immortalization achievement counter will go up.
For your 3/4*s, T’Pol and Kim are pretty recent and Pabst isn’t all that old himself. Level them if you think they will be useful; if not, you could still keep them until they hit the portal pool and try to finish them later.
For your 2/4*s, Tolar, Jadzia, and Chekov strike me as worthy of leveling and possibly citing. Jadzia is definitely in the portal pool, so maybe hold off on citations, while the other two are new enough you shouldn’t feel too bad about citing. Jadzia and Chekov shine in the arena and aren’t too shabby on away team stats; Tolar is the best 4* engineer by a pretty good measure and should be an instant contributor. Of the rest, it once again comes down to what holes in your crew roster need plugging - level them if you need to but probably wait on citations.
Your 1/4*s are a little tougher to crack. The one that stands out the most to me is Valeris - you might find her helpful in the gauntlet and arena right away; she’s unspectacular on shuttles or away missions but is very nice indeed in ship battles and if you have no other good SEC/SCI or SCI/COM gauntlet crew. Assimilated Troi also checks a number of important boxes: traits (Brutal is a common one on voyages), events (both as main cast and through the Borg trait), and a rather rare combination of traits and skills (MED/Borg being the obvious one but SCI/Deanna being another). Her base skills even when 4/4* are behind other MED/SEC crew but she may yet be useful thanks to her other qualities.
I'm going to suggest following something similar to below thought process (I will put some guesses based on your post so far in brackets in case they help):
1. are you a zero, low, medium, or high game cash spender? (I'm guessing zero-low. No judgement here, it's just a factor in your crew development speed and how many free slots you'll have soon.)
2. are you going to cite super rare crew? (if above guess is correct, honor is going to be extremely valuable to you since you will accumulate it slower than a bigger spender. In the long-term, legendary crew are a far better honor investment so I suggest few/zero citations for SR. This is controversial, not everyone agrees.)
3. If you are going to cite some SR, recent powerful SR crew are a good target, but 1/4 is just too expensive in honor IMO except if you are really struggling in a skill. If you do that 2 or 3 times you're shooting yourself in the foot for legend development. If not, 1/4 recent event crew will be AT LEAST 6 months before they're dropping in voyages, then you have to be lucky to get 2/4 in 6-8 months. Recent 1/4 SR crew are very likely not worth keeping unless you're a medium+spender and can hold slots for them or cite them up.
4. crew balance. If all you had were 1/4 MED crew obviously don't throw them all out. Based on past timing a portal update may come soon, so holding an excellent crew like troi till you find out is a good idea.
5. main cast - long-term, legendary crew will take over most of your daily voyage work and it does not matter as much if you are forced to have partially fused SR to run daily shuttles, as long as you're running them. (therefore, after mid-game when you're not leaning on SR crew strength, their big value is event crew.)
some general thoughts:
- if you're not going to buy a lot of slots, clogging them with 1/4's for 6-12 months till FF is a waste.
- as an early player, traits should only concern you for collections that will boost your stats, unless you really love a set of vanity characters. rare traits for unlocking certain mission nodes will take you a while to be capable to complete, and each trait match on a voyage only buys you less than 5 minutes. you'd need a huge varied crew to start worrying about 2 evenly matched ENG/SEC crew with different traits to FF both for voyages.
- these 3 are main crew but don't have many events, and are weak, so good options to airlock:

lady beverly
- tpol and pabst are both pretty good crew if you're going to site SR's for immediate benefit, while kim might help some or at least you can freeze him

As for joining the fleet, I play 99% of the time casually on my phone, my crew is definitely useless for sharing during events in which my participation is somewhere around the 50k mark. So I'm not sure how THEY would benefit from my presence.
During a faction event you would have access to a shared crew from your squadron leader. By using that crew, normally an event crew, you help them by giving them a small amount of points for you using the crew.

Not every fleet has strict requirements to ensure fleet competitiveness. Mine, for instance, doesn't care about anything except that you not be a jerk and that you at least intend to be semi-regularly active. I know there are other fleets out there that are also pretty chill. It's well worth poking around the Fleet Central sub-forum.
Also, keep sending those shuttles! In the old days, you didn't get anything for a failed shuttle, but now you still get some XP and a component or two. Those add up. Good luck!
Mariners are also fairly open, I want people to participate in the game at least once a week. We are currently full, but have openings occasionally. The more experienced of us are helpful.
also you probably should not have accepted the guinan reward, it is extremely low odds to get her on a voyage so you've basically chosen to have a very long term 1/4 slot or forced to citation/airlock her. Not to make you feel bad about it, but for others reading.

Well... I wasn't entirely accurate. I have unlocked her, not claimed her. So she is still waiting waiting to be picked up in the future. I learned that from Sisko, as you mentioned (getting a rare crew for changing name seemed like a good idea when I started playing).
