I have him too but will probably still buy it. He is the highest base security in the game and I believe top 3 in overall security. He is worth a duplicate.

It's not bad luck that you chose that one to cite. It was strategic thinking on your part -- he's the top security base in the game. It's bad management on DB's part that they've decided to devalue your investment so quickly.

It is a devaluation, however everyone who purchased, won, and/or cited him got to use him the past 6-7 months. All around between shuttles and voyages (including several really nice traits he has) he is one of the cards I’ve used the most this year.
There's at least a couple in my fleet who also immortalized High Roller Sisko. They both said they plan to buy this campaign and have a second copy because he's that good. I do hope our dear @Matt_Decker considers a second copy so he still has a leg up on the competition during Sisko shuttle events.
I see it more as DB making amends for Mirror Picard by offering a really great newer card. Or maybe DB is trying to appeal to everyone by offering newer people Mirror Picard last time and then High Roller Sisko for everyone. I already have High Roller Sisko 5/5 but I do not mind this selection because few others do. I will get a second copy of him that will be very useful for shuttles as my other is almost always in voyages. I use Sisko to boost my security in voyages particularly on non security voyages in which every other slot is needed for primary and secondary skills.

I am in the same boat as you. However this doesn't really bother me. I got 6 months of good use out of him. If I had known that I could get him in 6 months by doing nothing, I still would have cited him. If I had cited him recently, I might be bothered. I do understand your point, though.
