1. You pick one card from your existing crew that still needs stars.
2. That card is removed from daily use (similar to shuttles & voyages).
3. That card is assigned to a 1* ship and must visit every discovered location on the galaxy map, over a certain length of time and via manual astrogation.
4. At each planet, that card must complete a rigorous set of tasks/challenges/battles, in order to progress to the next location.
5. Upon completion of the above, that card is given an additional star. Not honor points, nor a citation, nor another copy, but 1 star specific to that card only.

Regarding the question posed by the OP, I do think we will get something new and dynamic. I do not think we will get advance notice, however, given the feedback to the Production Updates in late 2017.
