Is anyone else supremely bothered by the punctuation and capitalization on his ship ability?

such an awesome char in DS9,and after all he became chancellor of the klingon empire... but for him the stats are just way too weak! but why? just another one i would really get an explonation from the creators why such an "important" char from the show got "low" stats,but yeah... with appropriate stats i would spend money till i have him ff for sure

I'm more concerned with the fact that it takes him 8 seconds to start to fight a battle. It maybe anywhere but definitely not anytime.
