If you gave me the choice between Insurrection Boring Lady Who can't Swim and... anyone... I'd pick anyone (unless it's Neelix).

No, the truth is that canon Trek has some awful characters whom I really dislike and don't want to ever see in my crew. I will happily take any amount of non-canon Characters before I have to give a slot to anyone who reminds me of the atrocious Insurrection flick.
(That goes also to all the Star Trek V characters who flew straight out of my airlock, of course.)
So, to your black-and-white "exhaust all Canon" versus "include non-Canon", the choice is really trivial.
The real question is whether there are enough cool Canon characters to fill all the needs of the game without needing non-Canon characters. It's a shame you're not asking that question.

If I'd of had the time I'd of just posed the question instead of makin it a simple yes/no poll.

My non-cannon vote is mostly in line with some of the views expressed, except that I actually liked STV. Kirks response to Sybok, the "I need my pain" speech is something I have used when teaching and occasionally when counselling. I've also used "Why would God need a Starship" when explaining my opinion of folks who abuse priestcraft for their own gain, like building mansions, etc.
So a Go Climb a Rock Kirk, or Rocket Boot Spock would be something I'd be into, though most of the non-canon ones here have not been too bad. (23rd Century Martok notwithstanding) I get a giggle out of Augment Riker, though I think they missed the boat on some level and I think it should have been Thomas. I want more canon DS9, hardcore, but some cool alternative Sisko's would be fun as well. A grown Miral Paris would be interesting in another Klingon Mega (I'd love to see her the event's main 5 actually, with a messianic plotline with the Klingons embracing and KCA getting all bent out of shape because of her.)
To met it's all spice added. Of course due to continuity issues, there are some 'canon' that I don't recognize as such, but I know its from eps and shows that other people like so I deal. (Grumble some, but I deal)
Also, if you look at the wiki, and assuming it is up to date (y'all do a hell of a job so I am confident there) there are only 9 non-canon characters in game. That's in a total of 442 according to the cryostasis vault.

(And if you question the numbers, crunch em yourself, you'll see maybe you missed some episodes or movies along the way.)

I do agree that a fully grown Miral Paris would be a very interesting character!
If the non Canon are fine well enough, they blend in perfectly. Take machine gun Janeway..
If I'm not mistaken for a while the general view of her in these forums was that she was from the killing game.. but, then they added that exact version and everyone was all like "ohh.. wow" .
So I'm good with it.
I'm not a great fan of potato Head Martok it even augment Riker or Picard..
But the Machine gun Janeway was well done and I think Mirror Keylar wasn't too bad.
I don't feel that convergence day Quark should be listed as non Canon because he's created off of a Canon version. (What you leave behind)
I'd like to see a mix of other Canon and non Canon crew in the future..
I want Defiant Thomas Riker..
I also want Lazon II prison camp Tom Riker.
I want Admiral Ross..
I wouldn't be upset with a Captain Ross in the Tng Season 6 Red if his art was done well.

While I prefer canon characters, I can see the appeal on non-canon characters provided they are done well. I think it would to tough in this game to stick to strictly canon characters, as pointed out, some are less than desirable (brainless Spock). Having said that, I do not want a ridiculous non-canon sharacter like Breen Q, for example.
