If you get her, she's still a 5/5* legendary (assuming you'll use the citation on her) and main cast, so she won't be useless.
But with Seven having no shortage of events, plus her being in Star Trek: Picard... She's pretty much guaranteed to to get more events. I would hate to pass this up.
That too. Unless you're a collector like me (I don't think I've ever spent money on anything that didn't have the immediate goal of acquiring crew that I wanted) then the campaigns are definitely the best investment.

It's a fine distinction, but one I'm happy to make and clarify.

I mention these because for faction events when hit with bonuses are better than most non-bonus crew ... SEC is decent to have an okay score on because there are more SEC seats on shuttles in general.
Keeping her as a 4/5 at the end is ... well, as a 4/5 she really drops in value. Not like High Roller Sisko or Professor Sato who as a 4/5 still have stellar base stats in SEC and DIP. So, ideally, you want to immortalise her because events are really all she's good for.
As far as her general stats fare ...
- Her SCI/SEC combo is great for voyages and not the most common combo ... but her final voyage totals are very lacklustre;
- Her proficiency rolls are okay for an early roster, but will quickly be outdone for Gauntlet work by others ... even though she will get the occasional bonus for sure.
- Her base stats are sub-par ... to be kind.
--> so, she's good for the early roster looking to quickly boost some difficult areas to do well in (events and voyages) ... but will quickly be outdone for daily duty.
A prime candidate to be seen as an expensive 4* on more developed rosters ... i.e. frozen and brought out for events.
Will I get the campaign?
I usually get a campaign once 2-3 stars are available, as a 1/5 won't make a dent on my crew. I'll wait it out and see what the info is on the upcoming mega event. In no rush.
In the end, I'll probably purchase it ... as the other things that come with the 5* are really quite good.
I will also highlight that staying competitive in Faction events is made a lot easier by acquiring the extra shuttles and 2x bonuses from the campaign. That is actually probably the highest impact stuff if you care about faction events.
Compare it the Legendary LTOs. You get 1 🌟 of the Legendary. 1250 Chronitons, 200,000 Fed Creds, and the Dilithium you get for your V.I.P. Level.
The Premium Track includes all the bonus stuff {less Chronitons}, plus other stuff. You cannot usually get Shuttle Tokens anywhere else. The no time added Shuttle Doublers occasionally drop from Boost Packs, but you get several for sure on the Premium Track.
Is the Legendary on the Premium Track always a Sledgehammer? No. But, you can airlock all four copies and cite someone else. Or Immortalize EV Suit Seven and toss her a chill pill. She is in at least one collection........

If you're regularly spending more than $10 a month, it's the best deal in the game. But if you're spending less than that, then you're debating which campaign to buy. Someone who was spending $4/month for the monthly card and now wants the campaign instead is buying a campaign every 2.5 months. The legendary crew is the one thing that changes between the campaigns, so you ask, "is this legendary worth my money, or would I rather wait and spend it on next month's campaign?"
You said pretty much everything I was going to say - the citation alone should be worth it for most people and then you get dilithium, merits, and honor (both straight up and from airlocked crew) on top of that. For deals that are offered regularly or continuously, it’s a level of value only really approached by the monthly card.
All of that aside, I’m in because my Seven is at 1/5*. I’ve only used her in the gauntlet so far (and even then only sparingly, when trait bonuses pile up) and it will be nice to have an immortal copy for the inevitable event bonuses going forward that I can freeze when not in use.
