I’m pretty sure you still need a legendary to finish off the Borg collection. If you’re at 9/10, it makes sense to me to finish it to get the stat boost ASAP. If you wait for the portal, you might be waiting a looong time.
There are 8 super-rares, one rare, and one uncommon borg crew, so the collection can be completed without a legendary. However Indigent seven is not in the portal yet, and even if you do get her, you might want to save her for a Cheesecake seven.

The premium campaign costs $9.99, the monthly card $3.99 so premium campaign costs 2.5 times the cost of a monthly card. Do you consider the
Premium Campaign > 2.5 Monthly Cards?
I do. 23 shuttle rental tokens. You cannot buy that with dil.
Edit: but to make a run at a faction event you need at least 200 of them.
A run at winning one, yes? Because it should be possible to get top 1500 with anywhere between none and 30 depending on crew availability/strength and time boost usage.

This is true I am at 9/10 - I have a 4/5 Assimilated La Forge and when the campaign is done EV Seven to choose from. That being said I have other priorities at present Gladiator Spock is my current project and then back to MED with Rev Phlox as my COM MED voyages is still not quite up to scratch. After that who know what I'll go for next I have quite a few options that all have similar cases and arguments so tough choices lay ahead. Maybe Assimilated Hawk but he is 4 citations away so that's a big con.

Completed Seven a few days ago, and I have just launched a Dip/Sci voyage. She is my third best Sci for voyages, and will drop to forth next week when I add the 4th star to Picard and I. One star added to get Tsunk 7 immortal, and the collection is now finished.
