What about an option giving you the possibilty to decide if your beholds only consider cards you allready have or the complete pool. It would increase the chance of getting FF-beholds, but also the chance to finish crew.
I'm not sure I could go along with that, don't get me wrong I am in a similar boat but if a several pulls on event packs wouldn't give me a final star on the professor, or at least a star on data, just think what would happen if you were able to ff -half of your 'deadweight' crew, the chances of an all immortalised begold will shoot up dramatically if it considers only who you have.
Secondly given things are randomly generated I think programming packs in this way may require a big rework. Not sure DB can or would be prepared to do this considering having two version options available and how the option is partitioned and selected.
Also I am still on the hunt to unlock a lot of crew with the likes of Tainer, Gary 7, White rabbit, Imprinted Archer. If I had to choose between this and the way things are currently, I am not sure what option i would choose, but I think I would prefer to unlock these cards first.

Or they doubled the value on airlocks (green 100, blue 200, purple 400, gold 1100) at least then that halves the going rate for earning a citation, which currently is probably a little under a month for an honor citation to make it an estimated 2 a month. I don't think this is particularly ground breaking just speeds things up a little and they could also just trial it as a month long offer or something.

I echo everything that others have said about viewing your roster in terms of potential utility and not just current utility. Since it looks like nobody else mentioned it, I strongly recommend browsing through the Big Book of Behold Advice on Datacore. It will give you a great sense of which crew you should invest in going forward.
