Is it possible to have the beholds show up in the Honor Hall (where they already exist) for players who buy the deal? Just put a note on the purchase: "claim this behold in the honor hall."
Those packs have been created to go along with the $ offers and to allow you to claim the beholds purchased in those specific $ offers.
One of my fleet members has bought 2x 15000 dilithium to get 2x legendary Beholds so £300.
Yet the £91.99 offer gives 2x Legendary beholds 29x Super Rare Beholds and 2200x dilithium.
Surely the 15000 dilithium offer should be 1500 dilithium?
It makes no sense to charge £8.99 for a campaign offer that gives a 4/5* Legendary character + 5* citation, 5x Premium packs as well as numerous other benefits then advertise a leap year offer of 15000 dilithium for a 5* behold? These 2 offers are chalk and cheese.

I don't understand why people are angry about an offer being high-priced. There are a lot of high-priced offers and bad deals in this game, and one that's ridiculously high-priced shouldn't make anyone angry any more than those others do. Confused, okay. But angry? That's just people who are looking for things to get mad about (which sort of describes a huge part of online culture today, but that's another story).
