in the same manor, there may be other part A-B you cant get by selecting the right choice.

Actually it does in at least some cases. Look at a Higher Duty .. shows what ones for 1 to get 2 etc.
The Lowdown on Dilemma RNG... (posted here to answer someone's question about "Part 2's", but updated with the Part 3 below)
There are 10 "Part 2" Dilemmas out of 35 (28%), and now we know there is at least 1 "Part 3". I wouldn't say they are rare (well, their level in the game would be considered Rare), just not in order. When most Voyages go about 6 hours, you're only talking about 3 Dilemmas. So, your RNG luck to have a Part 1 on the first or second Dilemma, THEN the luck of Part 2 on the 3rd Dilemma is low. Even on 10 hour voyages, you only have 5 Dilemmas... there are 35 dilemmas for RNG to choose from, with 11 of them requiring a prerequisite Dilemma. Also, duplicates can happen during the same Voyage. Here are the stats of what the RNG picks from:
17 Uncommon
- These have primarily the 30/30/2* Crew Reward (or some get a 3* Crew)
- 10 of these can lead to a Part 2
11 Rare
- These have primarily 60/50/3* Crew Reward (or some get a 4* Crew)
- Of these, 9 require a prerequisite Uncommon
- Only 2 can be chosen by RNG without the prerequisite (Outstretched Talons and Winter's Price)
7 Super Rare

So technically, RNG pulls from an initial list of 24 Dilemmas (17 Uncommon, 2 Rare, 5 Super Rare) for your 2 hour mark. If it happens to be one of the 11 that can lead to a Part 2, then RNG pulls from 25 Dilemmas (because the part 1 could repeat).
Now, what do you think your chances are to get A Higher Duty, Part 1 at 2h, Part 2 at 4h, and Part 3 at 6h (or if you've actually seen Part 1 AND Part 2, throw some dilithium and try to get it at the 8h or 10h? Someone do the math, but it is a very small number - just like all other "best chances" in this game! Obviously it can happen, as someone has stated they have received Fierce Guinan from Part 1 Choice A, Part 2 Choice B, Part 3 Choice A. The nice thing is, you only have to get it ONCE per crew - then use 54k honor to get 3 citations to FF.

Taking your numbers, and assuming even odds(which may be an unlikely assumption), then the odds of getting Part 3 at 6 hours is 1/24 * 1/25 * 1/26 = .006%. If you go to 8 hours, then you have 4 paths to hit the same missions so .026%. Given these numbers, DB could have put Worf and Guinan as guaranteed crew on that mission and just counted on the RNG mission selection to make them rare.
Honestly, those numbers are so low that they're basically unreachable. Even the 8 hour voyages would take years before you have a decent chance of getting the right combination. At least with gauntlet people are getting ~7-8 crates/day so low odds hit sometimes. Voyages you get 2/day so it takes even longer before you get a rare event.

I got part one at 4 hours then went 12 hours without getting part two. Well, dilithium spent and lesson learned. I kept getting part one and two of totally different dilemmas
I got part 1 and 2 of the Andorian/Gorn dilemma yesterday, but the went past 8 hours without getting part 3. Got part 1 again today, we'll see what happens.

The dilemma you're talking about it Blow by Blow, which I think only has two parts (part 2 being Friends in Need). The dilemma with Guinan is A Higher Duty.
Someone mentioned getting Colonel Worf. My guess is that there is another part 3 or a different dilemma that yields him. The poster did not mention how he got him, but that he was trying to be the first to max.

Any chance you can point to that thread or post? If he has Colonel Worf, it's only because of RNG. A quick level to 100 and 54,000 Honor and he has first to max. It won't do anything for him to say how or where it came from. Others would have to get the RNG luck to have that series of Dilemmas.

So, there is a Part 3 to Champion of the People and he drops from Choice B. Part 3 and Information have been added to the Wiki. After reading through the Dilemma text, I have to assume it is Champion of the People Part 1 Choice A, Part 2 Choice B, Part 3 Choice B.
