    Yes the skills are specific to the character. Mirror Bashir has no med, just sec and eng cuz in that character he was not a doctor

    The approach I am taking is if I get to part 2 by the 8 hour mark, I'll pay dilithium a couple times to keep going to see if I can get the third part.

    Sadly, since it's heavily dependent on RNG (like everything else in this game), mileage varies.
