My other three choices would be

The Romulan Commander from the Enterprise Incident
I would probably say Other. I don't believe anyone other than maybe Tsunkatse Seven would be considered worthy of that level of a character.
In regards to some potential characters Emissary Sisko, Pale Sisko (Pale Moonlight Episode), Species 8472 (whether it is 8472 Boothby or just a generic one).

I do have a feeling that Defensive Phlox is the new gauntlet prize after he's been taken out of the portal store, and Bartender Guinan is going to the Honor Hall to replace (or join) Kahless The Unforgettable.

I'd very much like a Crystalline Entity, but it's way too big to be crew of a ship, and would better suit a special event which, alas, we can't have anymore
Something like da Vinci would fit, but that would take imagination so I feel it's unlikely.

Fair point, I was crossing my threads a little.
But Gorkon is sort of already in the game as Gul Madred (going from your vote. The same actor played both IIRC and this also might cause some kind of image rights crossover like my thread crossover)
I'm not sure if Civ Kirk would be... renowned enough to fill the role. And I hated levelling Command Wrap Kirk so a 5* Kirk would be a nightmare!!
Another option that occurred to me this weekend, Civilian Kirk.
Torn about Civilian Kirk just because he's the last one I need to get the TOS Triumvirate from that movie... I don't know if its easier or harder to get him via Gauntlet than pack
