I think your comparison to Adira shows that they actually are taking the appropriate steps learned from that lesson. The art isn't finished yet, so rather than releasing it now and then having to replace it later, they're making sure it's approved before it's shown.
While having the full event ready to be posted would have been ideal, this actually is the appropriate action to take when the art isn't ready.

Shan, one suggestion: When looking at the event preview, there isn't any icon at all showing there is a 5* where Crusher will be. Maybe add an icon with the words, "Art TBD". Could it also be possible to have it link to the stats sheet (with similar Art TBD image), so players who don't come to the Forum can see the stats the same time as those of us who come here?

I agree. No art is one thing. Delays happen. With last week's weather, all sorts of things were cancelled, delayed, et c. Hatcheries couldn't ship baby poultry this week or last, because of the weather and the resulting backlog to the mail.
No spot makes us nervous. A plain silhouette with "TBD" would be great. A place holder we can understand. It could even have all the stats and come up like a normal crew, just no art. Maybe a transporter type simmer for an in universe touch?

This is obviously nowhere near Adiragate, and I do think it shows progress on their processes. Not to beat an old drum, but it's disappointing that internal communication continues to be an issue since no one mentioned it to Shan, but I do think it was addressed reasonably quickly.
I do like the idea of a placeholder "Art TBC" if this happens again. @W.W. Carlisle said it perfectly.

Is it not possible this is due to something out of their control? To play devil's advocate, maybe someone outside of the company dropped the ball, and didn't get back to them in a reasonable time frame. Despite numerous efforts on TP's part.
Large corporations are notorious for working on their own schedule and failing to meet deadlines. If I had a dollar for every time I've worked for a company that got hosed by a head office or a partner company that either took their sweet time or simply forgot, I'd be rich.
I can personally list many occasions where things had plenty of time to be dealt with, but weren't for various reasons. Especially when legal matters were involved. I'm sure plenty of others have had similar experiences at their jobs.
They are taking the time to communicate the reasons why this is being held up. I appreciate the transparency. Chances are, they aren't any happier about it, but their hands are tied.
This is a perfect example of an "issue" that isn't really an issue. It affects nothing in game. We have some information earlier than we otherwise would, and we are missing one piece of it. No big deal at all. We can all wait for the info.
This kind of "complaint" is exactly the kind of negativity that is making this forum such a hostile place these days. This is not something that we need to make an "issue" out of, it isn't a "failure" we need to lecture WRG about, and it isn't "bad optics." It is just something happening that doesn't look the way people might expect, nothing more.
Anyone that gets sour over something like this would just find something else to get sour over if they didn't have this to get upset about...
Thanks for getting us what information was available. I look forward to seeing the Crusher art later in the week.
Couldn't agree more with this. This probably won't be an issue come time for the event, and even if it was, what does it really matter? Another reward will probably be swapped in before the event starts. No harm, no foul.
We ask for more communication and transparency, and then people get mad that they got it. They can't win. 🤷🏻♂️
I’m of 2 minds on this: it’s not great that TP didn’t have this lined up in time. My understanding is that TP had a lot of stuff planned out for months at a time, but it doesn’t seem to have happened here.
However, this is better than presenting potentially inaccurate art. And I do like the early provision of event info.
I’ll echo the calls for TP to put in a TBD 5* placeholder in the future so it doesn’t seem to casual players like the reward table suddenly got way worse.
I hope TP can get art approvals earlier going forward, such that this is a rare issue.

Perhaps there could have been a better choice of words, but pointing out the continuing negatively Scott is bringing to the forum wasn’t out of line in my opinion. I hope in the future that Scott considers a wider perspective and looks to provide a more balanced contribution to the forum.

I can understand his frustration. This is a little thing and quickly addressed but it does add to the big things. It was the right move by TP to hold off on the art but they needed something visual there in the event screen or to let the players know. People need this game for fun and distraction. When there are issues it takes away from that. And when everything in the real world is so much more difficult the strain and anger is much more as well.

People are being too negative in this case and about the wrong types of things. I will applaud efforts to be better even if they fall short. I would much rather that they try to be better and fail rather than pull back and play everything conservatively because they are afraid of some ranting on the internet.
Emotions are running high still, which suggests to me that the solution to the underlying problem is that people walk away and take a break.
While I am here, I want to applaud the new Event rewards. Looking forward to seeing how events go now. This is probably a change for the better.
It's not a panacea, more to do with our crew is still the priority that is likely shared by most players now, but it's still great to see.
I’m not so much bothered by the lack of art as I am with her stats being a slightly worse carbon-copy of a Crusher we just got a couple weeks ago, don’t get me wrong, I love Beverly, but this close together and the stats so similar? oh well 🖖🖖

I’ll echo the calls for TP to put in a TBD 5* placeholder in the future so it doesn’t seem to casual players like the reward table suddenly got way worse.
A hearty +1 to this - I've already seen multiple conversations take place over in-game communication channels about how bad it is that there's "no 5* next week" and similar. The vast majority of players do not engage with the forums at all (and beyond that it's still a minority who go to reddit, Discord, etc.) but at the moment those are the only places where any sort of indication is given that there will be a legendary ranked reward. Given that the reward structure is changing as of today's event, it's not completely unreasonable that people might assume that a further change is being made the week after.
EDIT: in fairness the small text box at the bottom right does say "Rank 1 Prize: Century Nurse Crusher" but clearly that is not drawing people's attention...

Change can be good sometimes, and I definitely understand growing pains. But with some of the recent ... "issues", putting out an incomplete "event preview" does create a perception dilemma that is bad for the company, and can sour the player base.
When I noticed there was no legendary crew in the ranked rewards all I thought was "uh that's weird", then I went to the forums to get an answer. That's it. I'll be the first one to complain when there's a legitimate issue but this is really not a big deal at all. They will add it when they can, in the meantime I've been able to look at my freezer and decide who I want to get back for the next 7 days.
If you haven't finished Claiborne Chekov and are planning to use the loot from the threshold rewards to do so, it's his lvl 96 revolver that comes at 150k VP, not his lvl 90 outfit (which is only a 3* TOS command uniform anyway).
So with Data, Chekov, and Tucker, who has crew named differently so we don't accidentally leave them frozen?
I believe there's Frank Hollander itself as the only Data variant that doesn't use "Data" in the crew name. There are no such issues with Chekov or Tucker.
