Ya, was an annoying episode. I agree with them being primal. But they also engineered the virus. I saw no example of higher intelligence in the episode.
Edit: maybe I am not being fair. Why should they necessarily exhibit their race's intelligence. But then also why should they exhibit more caveman like qualities too. I looked at that episode as actors wanting to act something like a chimpanzee to exhibit their acting abilities.

Perhaps the genetic re-write was supposed to be a "reboot"? They could engineer this virus, but only so well. Thus, the species that got infected had to "start" at their evolutionary genesis?
Which, if that was the case, a throwaway line by Phlox or someone could have addressed that easily.

The exact definition of "Primal" is fuzzy, but I tend to view it as behavioral. Primal characters those with little or no understanding of advanced technology . . . or at least how we generally think of that term.
The Voyager Newts and Loque'eque Frogs don't entirely fit this, if you're looking closely. But most of Trek fandom is OK not looking at those episodes too closely!
It is funny that two of the most embarrassing Trek episodes involve crew turning into amphibians. It's even funnier than they thought this idea was worth a second go! Maybe Strange New Work can try turning folks into caecilians, third times the charm.
