I don't think there will be a 10K begold on Tuesday. All honor related stuff likely ends right at noon Eastern time.

Do we know when the next honor sale is likely to occur? Do they happen in regular intervals?
So far I've never really saved up for a sale. But seeing all these posts, I'm wondering if that isn't the better strategy. Only question is now: Can I stand delaying citing crew up that long?

They aren't on an official, regular schedule but since March of 2021 they have come every three months (before that, it was well over half a year since the previous honor sale). Keep in mind that that can change without notice. As for advanced warning, we sometimes get a week or so, but a lot of times they happen without warning. So it's always a bit of a gamble to save up your honor; while I saved up for this one, I was confident they'd have a sale either in Dec or around Convergence Day. My normal way of playing is to still buy citations at 50K honor, as I need something to work towards.

My own two cents. Adding a single star on a crew is generally worthless. Taking a crew from 1 or 2 / 5 to 2-3/5 won't change how often I use the crew(likely never). Even going to 4/5 won't change my usage. I'm only likely to use a crew once they're 5/5. So I'm generally saving 200k before even thinking about buying citations. And once I'm saving 200k, I might as well wait until there is a sale and that 200+k can go even further.

I used to do that. Often there would be an honour sale at years end so I’d save up more in the later half of the year.
Even if honour sales aren’t going to be seasonal there are a few other reasons that are worth waiting for. Retrieval gives me a new 5* every few weeks. I also have been buying the Campaign more often. This gives me enough tools to complete a crew if I need to (either event or collection threshold). I haven’t paid full price for a citation in at least 15 months. Probably longer. The last time I did it was to complete Cheesecake Seven if I recall correctly.
I adopted a "bit of both" strategy as the year went along. Earn 100K honor, spend 50K honor. This let me periodically improve someone on my roster (and feel like I was making regular progress on goals) while still gradually building up a bankroll for the honor sale.
