@Automaton_2000 - I absolutely agree. I'm not trying to be a defender of the outcome, just pointing out that it was predictable (both the error and the fix).
See? that is exactly the WRONG way to "correct" the mistake.[...]
Exactly, so let's do better!
To sum the whole thing up: The Situation
1. Four years ago @Shan promised that Commanding Officer Sisko is indeed limited.
2. Some days ago the game promised us three copies of Commanding Officer Sisko.
The problem
These two promises are somehow contradictory.
Non-Solutions
A. Just keep Commanding Officer Sisko as the daily reward.
=> The players that acted according to Statement 1 are angry.
B. Replace Commanding Officer Sisko by some useless other crew like Senator Cretak.
=> The players that trusted WRG with Statement 2 are angry.
So, these two ways to act are obviously no solutions, but just putting another mistake on top of the first one. They just lead to players being justifiably angry, so a compromise has to be arranged to actually correct WRG's mistake. Luckily, this is pretty easy to achieve:
Solution
C. Replace the three copies of the 3* in the Daily rewards with:
- one copy of Commanding Officer Sisko
- two times 4,500 honor.
=> The players that cited Sisko four years ago, have their honor back and are satisfied.
=> The players that were promised to get three copies of CO Sisko, can cite him with the honor and are satisfied, too.
=> Also, the cost for WRG to correct their mistake is very low. E.g. compare this with the regular freebies like the Women History Month Gift worth at least 50k honor (@Shan thanks for that by the way:) )
Note: If this can't be done in time, it can easily be adjusted to e.g.
- [on 3.] one copy of Senator Cretak
- [on 12.] one copy of Commanding Officer Sisko.
- [on 22.] 9k honor

Other option, keep Sisko and and send everyone who has Sisko FF already 9k honor. Or even just tell people who had FF Sisko to submit a ticket for the honor.
[Solution D.] Other option, keep Sisko and and send everyone who has Sisko FF already 9k honor. Or even just tell people who had FF Sisko to submit a ticket for the honor.
Sure, that would be a solution, too. Result would be similarly good as solution C. Problem with solution D is that it needs a lot of manual effort, e.g. having a lot of support tickets - or determining for each account whether it is eligible and then sending out the messages. This would require a new process to do it.
Solution C on the other hand only requires the simple one-action task to change two already existing variables on the server (reward for days 12/22) - a process they already executed in the last days and showed that it is very easy and fast to do.
To me it doesn't matter what 3* they use. Its all honor anyway. I cited sisko so long ago I could care less about the honor I spend then. to me it was worth 9k to not sit on him in hopes they may release him again somehow.
Everyone had the opportunity to get him as far as I remember. I don't see what the big deal is. He was a one time event offer
I don't recall when he was offered, and I've been playing since 2016. Whatever the achievement was, it isn't listed anywhere in the game achievement screen. So how is it I missed this one crew that everyone else seems to have?

It's the "change your captain name" achievement. It was a new achievement added on September 11 2018. You can see the achievement in game, but you can't see what the previous reward was once it was claimed.
As we told you above, submit a CS ticket and they will give you a copy of Sisko.

An opportunity to put WRG in a bad light.
