So here's what it seems has happened.

The original run of this event announced 3 factions. Then they edited it to be one faction (Federation) and it ran with 1 faction.

When they announced this re-run, they copied and pasted the ORIGINAL announcement (with 3 factions) and did not edit it before the event started. So the announcement is wrong, not the event.

That makes sense (as in most likely scenario, not that the announcement makes sense)

They also sent the in-game mail with the transmissions based on the incorrect announcement.
