Back to the topic at the hand, the issue with this being a "game of chance" is that the odds are fuzzy at best. In Vegas, odds are readily available upon request, and a gaming commission tests to make sure the posted odds are accurate. No such thing exists anywhere in this game with the exception of the percentage a certain rarity of crew will appear in certain regular packs. Are we to assume that is universal across all specialty packs? Is this posted somewhere, and I just haven't seen it? (If so, I apologize in advance.) Even Dabo doesn't tell us the exact odds of hitting a jackpot, and/or how those odds change (or don't) as items are removed from the board. I merely referenced Dabo as an example of something in the game with a progressively increasing cost.
I think it is in WRG's best interest to do things that make their customers feel that the game is fair. Reducing the chances that a special purchase ends up being a flop goes a long way. Guaranteeing that it won't be a flop would be ideal, but the re-roll concept is (as I said above) the minimum that would improve the situation. It's not a perfect solution, but it's a step in the right direction.
Intent and impact are different things. Just because I didn't intend to hit someone with my car, doesn't mean they won't get hurt by the impact.
When someone tells you that your impact differs from your intent, only you can choose whether to change your impact in the future. But once you've been told, the next time it happens can't be unintentional.
