So, I have been thinking what game we could possibly have without the staff that have obviously contributed so much over the last few years and who seemed to have a great experience making the game that many of us still love.
The first question is to know how much material (and by material, I mean crew cards) is prepared, but not released. It is possible that WRG has tons of artwork stocked up. It would still need to go through the approvals process, but it's just something to acknowledge that we just don't know.
Ok, let's assume that there is no stock of crew. Can the game operate on reruns for some time? Can teams from other games great one crew a month for the premium campaign? People have oft complained about their legendary crew citation debt. How long would you continue playing if each week you were working to run that down whilst a small number of new crew came into the game.
Essentially, could you see yourself playing the events if they were all reruns? I could, at least for a while anyway. And I'd probably be happy to pay for the premium campaign if I had faith that the game had a model to continue on a lower cost base.
I have no idea if a decision has been made or not. But unless there's a pressing need to close the game down I can't imagine WRG being in a hurry, so it's possible we will end up in some halfway house regardless.

As for nothing but reruns, I could see it working for awhile, but a complete lack of new would certainly not be sustainable for the long-term. The inevitable end would also be the elephant in the room that causes all spending to cease. Nothing but rerun events would be a more casual way to play the game, allowing players to finish off crew and check off achievements, but why would the company want to do that if there is no viable income stream?
I think this is really spot on. For me, FBB battles were interesting when we had something we were battling for. Now that I've been Level 20 for several weeks, it's becoming a grind that I do primarily to benefit my fleet, not for my own enjoyment. If the whole game were like that, I think many players wouldn't do much and fleets would fall apart.
