While those whale fleets do have some of the best crew already, any other person who happens to have chanced upon a good (or a good few) crew member(s) will still stand equal footing. Now with prof plus, people not in fleets don't stand a chance. And people in fleets which are slower to build the prof rooms will also suffer for a while until they can catch up. I kind of want to say that Gauntlet should not be affected by the proficiency rooms in a fleet's starbase.
Fleets work hard on those rooms. I think that's a really selfish idea. Your fleet has just as much of a chance to work those rooms as anyone else. I don't have a "whale" fleet, we have a lot free to play players, but we get stuff built. You don't need to spend money. You just need 50 active players that hit their daily targets and donate.
I would love to know how you pass the holowall. Nobody in my fleet can generate 700 holoemitters a day. That's at least 2800 (more like 4000 with the 1:3 drop rate) chrons worth of space grinding, which is a lot more than the F2P 420 (plus voyages and gauntlets, say 1000 top expectation) max chrons generated a day.
That sure gives Whale Fleets a significant leg up in speed building starbases. Which I certainly have no problem with, if they want to put those kinds of dollars into a game, then that's what these "micro"transaction pay to shorten time between upgrade games are about.

You don't even need that. I think 33 players will hit every reward. In Subspace Eddies we don't normally go beyond 1100 contributions just so we can space out the rooms in the long run.

When gauntlet was introduced it was put to us as 1/5 or 1/4 crews proficiency rolls as FE crew was achievable to everyone while FF crew was not and with crit bonuses it didn't matter if you had 100 legendary crew immortalised your crew was no better than those with a few 1/5's they managed to score from an event it became about strategy picking the right 5 to take to the gauntlet based on rolls v crit percentages.
Take players who have 1/4 phlox who are not in Fleets as enraging as Gauntlet can be at times when your op crew member with better crits and dual stats lose to a single skill lower percentage crew member that 1/4 phlox is now up against another with 7% more med rolls it's a complete flip from having everyone playing with a level deck. They're many people who won't join a fleet or download external chat apps these players are now put at a massive disadvantage in the gauntlet may aswell make joining a fleet mandatory now to play certain features of the game.

I completely agree with Q here. I'm in a top-10 porpoise-fleet, and I think it's been a bad idea for all the reasons stated above.
It's a case of DB not really understanding the meta of it's own game. This is frequently the case with developers though.
In an effort not to have two threads about the same starbase proficiency issue...
Mirror Picard's closest analog in terms of his stat allocation is probably Valeris (cmd/sec/sci). In that way, he is filling a bit of a hole in the available characters.
I see TKuvma a LOT in gauntlet, despite him having a relatively low rank (68th overall, absent any weighting on traits). I havent added Mirror Picard to my list (vacation makes these things hard, so I'm just waiting until I am home) but I would expect anyone who has been using Tkuvma to replace him with Picard in their lineups as he will probably just be a superior choice.
Across "top" performers, however, I doubt the impact will be huge. Kahless would still be preferred in a high CMD role. Personally, I typically run Kahless, Locutus, Mirror Phlox, Gangster Spock and Assimilated La Forge. Those end up covering all of Picards rolls nicely, while providing some good rolls themselves.
Seven of Nine and the new Defensive Phlox would also be preferable.
Basically, I think Mirror Picard has stats that are extremely well situated for players trying to climb the gauntlet ladder. He will be a good upgrade to anyone running Tkuvma and he might be able to create some mismatches because his skill combination isn't too common.

Simple they can join a fleet like mine. The only rule is actually play without going inactive for more than 10 days. No chat apps. No meetings. No communication among fleet members unless they choose to do so via in-game chat. I've probably never spoken to over half the people in my fleet. I do chat with those who choose to do so, but you can be in a fleet without it really changing anything about the way you play other than you get bonuses and can choose to contribute to building a starbase. There's lots of fleets just like mine with 50 active playing members. We're successful enough to not take players under level 40, and we easily replace inactive members in usually less than 24 hours with nothing more than blind invites of suggested players. A fleet doesn't have to be complicated,have a lot of meetings, or demand much from fleet members to work.
