The voyage loot table change is dreadful and not at all what was promised. Well, the negs were promised, the positive change were made negative.
- There are now MORE trainers instead of less. In what universe did they think THAT was something anybody needed? So this is just more junk added to the inventory.
- There is NO crew drop increase as announced, instead there is a DECREASE. Only 1-star crew which isn't too bad, but where is the promised increase in crew drops?

Announcment was as follows: Heads up -- we’re going to be rebalancing the Voyages loot table. This will be the first change since the feature launched. You’ll earn slightly fewer Chronitons and Trainers, but you’ll earn a little more Credits, and have a greater chance of getting crew (including all-new Voyages-exclusive crew). Stay tuned.
Seriously - MORE trainers on Voyages? Unless they're getting rid of replicator rations or removing trainers from shuttles etc, then they're so not needed...
I have to say I miss read and thought it was replicators that were being reduced. I just thought it made sense. We were getting too much of a good thing. I was corrected and told it was to be trainers. Now I wonder did they mean it as I read it.
The crew drop rate will take time to analyze. On my very first voyages I ran a 16 hour voyage on both accounts one had 14 4* crew the other had 4. And if DB is telling us the truth that they had not changed the drop rate before, than the 4 4* crew was closer to the actual average for 16 hour flight than my 14 crew drop.
It sounds like they just changed the weighting in the loot tables. Probably left everything at say a 10, and then took chrons down to a 7 or 8.
I've long suspected crew was two rolls. One to see if it popped from a very low weight next to chrons, items, trainers, and cash, and then a roll to see which you got. Probably very gauntlet in nature with rolls at the 1, 2, and 3 dilemmas passed marks opening up tier 2 and 3 and weighting tier 1 lower.
I know it wasn't supposed to affect voyages out, but when the forced upgrade hit, I had almost thirty minutes before I had to recall a voyage that ended up at about 3 hours and 45 minutes. The last 20 minutes when I was carefully watching, I got no choronitons. I got several double 4* trainers where I used to get 1 4* trainer. I also seem to have had more times that useless credits dropped, though I pay less attention to the credits.
While upset by the fewer chronitons and increase of worthless credits, I am actually pleased by the trainers. I currently have quite a few crew who have all their items ready, but lack the training to equip them.

You must be either very new to the game (the first month or so I was low on trainers myself) or playing it wrong. Trainers are the most useless items you can get, yet DB seems to be obsessed of giving them out as "rewards" virtually everywhere. My guess is there is nobody at DB bothering to play the game themselves, otherwise they would probably realize what a dumb idea this was.
Credits btw are by no means useless, question is only if the increase makes any significant difference.

Shuttles are your best route to trainers. When or if you have four shuttles you do need to send them out regularly. Also do not concern yourself with putting good crew into shuttles. The difficulty increase that will keep your success rate at 60% does not seem to be beneficial. But I do believe the 4* items will not drop at low difficulties on shuttle missions.
Edit: As you mentioned about trainers. You do need to be at a difficulty level that the 5* trainers drop. My guess is that the 4* components drop at that point to. So you may want to try to make the difficulty stay at the level. So note the stat level of your crew and try to keep that about the same. That should keep you at the same difficulty. Which means as your crew become better, the better crew will not be doing the shuttle missions. DO SEND BEST CREW ON FACTION EVENT SHUTTLES THOUGH.

More shuttles is the best investment you can make. Try getting it to 4 as quickly as possible. If you are a free player that could take a while, though, since 4th shuttle is pretty pricey.

Good luck with getting the 22 more Crew immortalized. You have the dilemma of crew slots or shuttles. Definitely get that third shuttle. It will be tough to chose 5 crew slots and postpone 4th shuttle or keep for 4th. If you do get that monthly card save it all for shuttle do not allow anything to tempt you.
