If you want to rank in the top 10 the only way is to get yourself a ton of 9 hour time boosts and a ton of dilithium to speed your shuttles up so you get double the VP in a very short amount of time. It is extremely costly 500something dil to speed them up but it is the only way that I know how to do it.
To be in the top ranks you have to pay up big time. So you better get your next two or three pay checks ready to throw them to the beast, or better forget about it.
Top 25 you can forget without putting in huge amounts of money.
If you care only about the crew, it's easier and cheaper to buy them, than to play the event. Especially when it comes to the 5* crew. You have only a realistic shot for 1/5 and thus if you want to have it 5/5 your best chance is getting it through event packs (and/or double your crew offers).
Degra faction/galaxy event I finished rank 2 thanks to 6,000 sorrytons, a supply kit which we had gotten in the mail a few weeks previously, a decent stockpile of useful components, and zero dilithium. With voyages around the amount needed now will be a lot higher, but it's still doable with huge amounts of stockpiling.
Leonardo faction event I finished rank 15 with zero dilithium spent on shuttle speed ups: 82,646 points from being squad leader in an active squad (rank 185, rank 294, rank 1859, and rank 5809), 52 3★ skill shuttle boosts, 144+10 3★ 1.5h shuttle boosts, and 17 event packs (less than $16 worth of dilithium from 4 monthly cards) for a 2/5★ Leonardo, 4/4★ Chapel, and 4/4★ Temporal Seven. My shuttles were at 91%, 85%, 85%, and 69% when using no shuttle boosts. I could have gotten away with spending even less dilithium if I had been willing to spend honor for citations to upgrade the event crew. Probably could have gotten away with spending less shuttle boosts or finished higher if I had leveled up multiple copies of Chapel and Temporal Seven instead of airlocking the extra copies.
Theoretically a person could spend up to 256+30 shuttle speed up boosts on a single faction event, though they'd be sleeping in 1.5 hour bursts and using a few 4★ or 5★ boosts to make up for slippage.
As fun as spending 30 1.5 hour shuttle boosts at the beginning of an event may be for a head start, you are spending them on 350 VP missions. They could instead be spent on 4,000 VP faction missions, getting you double the number of missions in per 3 hours, assuming you have enough bonus crew and event crew to support those shuttles. In a 3 faction event you can rush to 4000 point missions using only 10 shuttle boosts, or you can settle for rushing to 2750 for 0, or semi rushing to 3500 if you are willing to wait 45 minutes.
It's a pain in the warp nacelle to rank top 25 without throwing your wallet at the game, but it's possible if you are willing to put the work in and have enough free time.
Regarding slot positioning. Again, silly question, perhaps, but how are you all getting so many 3-slotted crew capabilities (did I phrase that correctly?)? I run 4 shuttles at a time, I select them all at once (so to speak) and I'll be darn lucky if I get a 3-slot. Almost always 4 slots or a couple of 4's and a 5 slot (even sometimes 2 of those).

They select only the optimal missions for their crew, letting the others expire.
Dralix - I had suspected that was the case, but if I did that, at my rate, I might exceed the graphic limitations of the game . I will, however, give that a try.

It'll give you a message about 'unable to redeem a token' when you hit the limit of the number of shuttles you can open.
I use a spreadsheet to help me pick the best 4 missions for my crew. i am currently running 3 3 seaters and 1 4 seat shuttle. 2 at 93% and 1 at 85% and another at 78% before boosts. The 4 seater is at 85.
I have been playing these events for a while and I am beginning to think that my time and money is just not paying off. I have no desires (though it would be nice) to be in the Top 5 or 10, but when I think that I have the "right" crew to at place me amongst the Top 3000 and I don't, well that can be quite depressing. More depressing is when I can't even get pass the Top 10,000.
So, what is the secret? Strategy?
DB wants you to spend $200 an event for crew, and doubling, and DIL and Chrons to level them. That is the secret. If you are not a Whale, or extremely lucky, you don't get high levels, and contrary to what DB says, if you are not a whale, they could care less about you.

DB does want you to spend money. You don't need to spend money to get into the top 1000. Bobkyou gave an excellent description of how a F2P player can score in the top 25 in a faction event.
How to win in an event on a monthly card: save up everything for four months, don't enter into galaxy events, do 4 hour voyages only, because you're not leveling crew you can farm for items, and so on. You'll have a blast every 4 months but it'll be pretty dull in the meantime.
Ps try to avoid mega events because you'll **tsk tsk** at them as you don't have event crew and try to enter events where the crew isn't too interesting otherwise you might get competition.

Hi, every other monthly card buyer here. I have never missed an event and I have every event 4* ever released except for Waitress Ezri.
Thanks everyone for the advice, tips and warnings. All has been interesting. But, as IcebergDX pointed out, I am not a whale (whatever that is???? ) and I am certainly not extremely lucky. I spent a total of 1,950 DL's with the hope of getting either Crusher or Mayweather, as I already have a 4-star Uhura, and what did I get? Three more Uhura's, a bunch of blues that I already have airlocked and two totally useless schems. I am beginning to think that there is a conspiracy against me or I am just not cut out for this game.
Oh by the way, the shuttle thing, well did not work out for me either. After opening 15 shuttle missions, on my 15th I finally got a 3-slotter.
Well, I am off to drink some water out of my fish tank, after all, why should they get nourishment while I starve to death ?

Fair warning: I do think Event packs are the only packs worth buying. Everything else is an honour farm. Even then you only have a 45% chance of getting the 4* crew you want and a 10% chance of getting the 5*. Next time, you might get you want on the first pull.
PS A whale is someone who spends a lot of money on the game. If you've ever bought $100 packs, you might be a whale.
There are a limited number of different shuttle missions available and you can only have one of each open at any time. In a single-faction event, there are 20 different missions available, so you can have a maximum of 20 shuttle missions open at one time.
In this event there are 4 different 3-seater shuttle missions, and you will probably have to open 20 at the same time to see them all.
If you actually assign crew and send only the 3-seaters, when they complete and you open new missions, you will only get fresh copies of the 3-seat missions, as long as all those other missions sitting there open haven't expired yet, since the 3-seaters will be the only ones available for the game to offer you.
Yes, it's 'expensive' in terms of letting all those other shuttles expire, but it guarantees you will keeping getting new shuttles with the easiest-to-get-high-chance-of-success, which will pay off big time in terms of VP over the course of the event.

Thanks for the explanation Ivanstone. I reckon I must be a guppie, because I will never spend $100 on a given pack (though I have spent more than that collectively). My budget is $25 and that is totally dependent on the pack and my needs.

Not since the nerf they just did.
Even with the Nerf it is still the best use of dilithium in the game.
