I would say that Daren's music didn't feel new, but I suppose it's difficult to try and create something believably from the future that wouldn't sound silly or just odd right now. A common problem for sci-fi. I touched on the holodeck when mentioning LaForge, Janeway and Bashir (I forgot Picard's 1930s pulp detective dramas too). However the technology is mostly used to portray familiar pasts. Minuet's jazz club, Vic's Las Vegas casino resort. Sandrines is meant to be contemporary, but feels like an old time bar/pool hall. The resort could be anywhere at any time really. The Fair Haven 1800s village.
Probably not a total stagnation, no. As I say, it's improbable there would be. We just didn't see many characters in the shows with non-retro tastes for comparison and contrast.
