Frankly I think the thing that would stabilize galaxies would be not using chrons for them.
Can you please clarify this - how could Galaxy events be changed so that how many Chronitons a player accumulates has no impact on their performance in the event?

Simply put, have non-chroniton based missions, like the tickets for Expeditions or some such.
And craft just items only gotten from those missions into galaxy specific items.
