That citation I used cost honor, but that honor cost real money when I threw away crew from packs I purchased.
Just to give some perspective, a 10x pull yields between 1100+ honor. Sometimes you get lucky and get one or more Legendaries, but most often you don't. A 10x pull costs 650 dil. Dilithium, even with VIP points, normally sells for $0.01 USD per 1 dilithium, or $1USD will get you 100 dil (I'm basing myself on the 4000 Dil + 1000 bonus Dil offer (you need to be a high-level VIP for the bonus) which runs for $50USD. So $0.65USD is the cost of a 10x pull, worth 1100+ honor. In other words, $1USD equates to 1700+ honor. I'm not sure what the distribution of 4* and 5* crew are in 10x pulls and you can get two or more 4* and/or 5* in a pull, but I doubt that over time you will average better than 2000 honor/$1USD spent. At that rate, that 50,000 honor needed for a citation involves discarding the contents of pulls worth at least $25USD.
I personally used hard cash to buy my second Mirror Picard. It was worthwhile to me to get him to level 60 instantly and, as I showed above, the honor needed for the citation is worth the same. But for anyone who thinks that those who spent honor rather than "real" money are somehow whining, think again. That honor cost those players the same if not more cash at some point.

That's how I got my FF ... I was sitting at 4/5* ... so was quite pleased with the email ... (contrary to others feelings ... but I can understand/respect those feelings .. )
