I know I will never be in the top 1,000, but really doesn't bother me that much
Galaxies are pretty wide open. Even low/no spenders can win. It will probably require some preparation on your part but the character requirements are pretty low. The 4/4 Threshold and 1/4 Community character will do about 2/3 of the work for you.
Oh I agree with Ivanstone too, if there are crew I want in the event, I save up my crons all week, yes I know this does effect my current crew upgrades but that is a choice I make week to week
Faction missions I never do all that well, I refuse to pay to speed up my shuttles, I am not against paying for aspects of this game (I am VIP13 after all), but some of the scores I see, must cost people a fortune
What if everyone bailed on Phase 2 in a Hybrid and we somehow failed to get the Community Rewards? Maybe the point would be made that we're collectively sick of the Galaxy format, and we'd stop being saturated with it. I'd gladly sacrifice some 4*'s and 10x pulls to get away from so many Galaxy and Galaxy Hybrids.
That'd only be the case if the packs and chrons weren't bought.
Many folks buy chrons for leveling crew and don't play the event. (several in my fleet in fact....) esp those slot crunched.
I think I did once when I was in a first to max hunt... (and got it too )

Takes time to build a deep crew to do well in a faction (I list under 1000 as doing well). I do it consistently without spending money using my Thursday elite cadet boosts judiciously. Every now and again I don't make it but its more success than fail.
This next event I'm missing one bonus crew (Killing Game Seven) but I've got all the others already FEd and the 4s and below maxed.

I have a wide selection of crew, never seem to be featured crew and never seem to have enough time, not one for getting up in the middle of the night to run extra mission even though faction missions usually have crew I want! ha ha

I had the same issue. You have to log out here as well as on the sign-up place. Then log back in.
