Just assuming that since the post in communications indicating it was updated for stuff coming in the future this means that another Discovery event is on the horizon? It's always bothered me how CAPTAIN Scott of all versions has only ENG.... Umm, to be a captain shouldn't he have, like, SOME CMD?
It could be argued that he only got promoted to captain as an honorary measure upon retirement. The alternate timeline where Geordi makes captain has him in command of a Galaxy-class ship, whereas Scotty seemed to be given the Jenolan for his trip to the old-folks home.
I’d argue that his legendary engineering skills should mean he’s got the highest ENG skill of all the crew. I know, power creep and all that, but was he ever the strongest ENG crew even when he came out?
Also, I'd submit he’s only mostly useless. He does quite well for me in the arena, even at only 1/5* (where he will forever stay barring a random drop from a pack).

He was still very much a much an engineer though and never commanded a starship (he was only a passenger on the Jenolan).

You're right that his FE proficiency is decent, but I have such an issue bringing single skilled crew into the Gauntlet that I just can't deem him useful... "One" has VERY near that proficiency and has security as well

It's kind of a financial necessity to continuously introduce new crew. It drives purchases by 'gotta catch 'em all' types and the segment of players who are excited for whichever new additions are being made. Cell phone games work a lot like the Snowpiercer:

Also, I've never really heard of a Chief Engineer with absolutely NO knowledge of science. The 2* Scotty only having ENG is bad, but the 5* is just down right wrong. If they EVER agree to overhaul a single character Captain Scott would have my vote. He should be ENG/SCI/CMD all day! Personally though I REALLY want another Scotty from the TOS era. Maybe a Mirror Scotty with ENG/SEC/SCI?
Just adding my voice to others: "Captain Scott" was promoted in ST:III. Admiral Morrow gave everyone returning from the battle with (Wrathful) Khan extended shore leave except Scottie: "Your wisdom is needed on the Excelsior. Report there tomorrow as Captain of Engineering." Nothing in that movie suggested other than an engineering skill, so I'm okay with the single trait in that regard.
BUT, others are right that Scottie was 2nd officer of the USS Enterprise in TOS. Lt. Cmdr. Scott should have a significant command skill.
I imagine it would be easier for DB to release a 5* Captain of Engineering Scott with ENG/COM/SCI skills than to buff the existing Captain Scott. Plus, I bet it’s a character a lot of people would be willing to open the wallet for if the stats are right.
I remember in TNG somewhere, there is the rank of "Fleet Captain", holding 5 pips on the uniform. In this instance, on the Enterprise-D (Flagship) it would be acceptable to have 2 other 4-Pip captains, in case of saucer separation. Silly, but acceptable.
