So does anyone know the best missions for farming holo's? My fleet has a ton of rooms all waiting on holo's to upgrade.

This. If you pound Hounded on epic you might build up a stockpile of super-rare casings as you farm holoemittets. Win-win.
This is a good one to farm when you have chrons to use. In general I try to farm most of the stuff i need from space missions as a general rule anyways. They USUALLY have better drop rates than away team missions and it builds more Holos

However, it’s still not a resolution to the daily reward targets and the problem will rear it’s ugly head again when these rooms get to lvl 4/5/6 (whatever their last levels are).
DB please can we have an actual resolution. Be it a change in the daily fleet goal (to something other than starbase donations) or a limitless donations room.

Your fleet must not be very big or very dedicated to starbases. All it takes is max donations per day and you should be at least at level 70 by now. Starbase level is one that doesn't really depend on spending that much. Yes you can buy extra donations or speed up rooms with dilithium but it really doesn't get you further too much faster. Since everyone ends up stuck without enough jukeboxes there's not a good reason to rush the starbase. But putting in 1100 donation points for the daily quest gets you to level 69-71 right about now if you've been donating since the dawn of starbases.
My fleet isn't full of whales with money printing presses, if that's what you mean. It's all well and good that you apparently have 50 of them in yours, but those fleets are few and far between.
Just one more reason not to care about spending any money on this game.

I love how folks can blame inadequacies in their gameplay into lack of funds spent.
Even a lot of folks who spend some cash on the game aren't spending on the Starbase...
Ad-Warping high chron missions, making the daily donation goal, etc will get your starbase leveled up at a good pace.
Now my fleet rushed things before it was realized DB wasn't ready for us to be done the first time, so we've had to back off to the 1100/day to get the chron bonus, but even with that, DBs new stuff has skirted the razors edge when it comes to keeping pace.
DB, or @Shan, are there any protections in place for accidentally disbanding a fleet? So many fleets have Starbases that are very high levels, and to lose all that work the players did would be devastating.

I think what should be done is anytime you max out a starbase, then the starbase automatically sets everyone in the fleet up to receive the 100 chrons and whatever amount of honour you'd normally receive through daily donations. After all, your fleet has shown to earn it.
They can keep such a system in place and not have to continually move the goalposts (so to speak) of starbases. While starbases are a nice idea, we can't keep thinking of new things to develop with them every month or so, and we can't keep raising the max % on proficiencies and base skills. There has to be a limit.
I do like the idea of a Hydroponics Bay which empties its donations overnight. I personally think there should be more than one room that does that though. A hydroponics bay for example can give you extra credits per day if you make ample donations to it, another room could grant extra merits or random 0-2* components (of which faction-only components MUST be included), another could give a few shuttle boosts which increase in power (0*-5*) depending on how much was donated. And each of these rooms would empty their donations by the end of the day.

I was talking about this with an officer and it is possible that it could happen, but yes unlikely. But if it ever did happen, as I said it would be devastating. Which is why I asked to see if any protections against this are in place.

I would say an "are you sure" dialogue before disbanding a fleet would be sufficient. Yes, it would **tsk tsk** if someone disbanded a fleet. But that's one of the risks in games with social groups.
