I don't see much in a Borg faction as they are the enemy of everyone.
The first problem I see with a Xindi faction is that their homeworld would be the logical place to have their faction store... and Xindus is already the site of the faction store for the Dominion.
I’d totally go for a Xindi faction, though. But... I do think the Borg are a more integral part of Trek in general.

But a group/race/species-not-species that stretched over three series... albeit in a more minor part in DS9, more as a foundation for Sisko’s history. And they were even in an episode of ENT. Regeneration, I think.

The Borg were in 6 very memorable episodes of TNG, the main bad people in VOY (23 episodes), one episode of ENT, passing references in DS9, and half the plot in one film. It is terrible that they don't have a faction, when the Ferengi have two.

Even better, have an Event where the Borg assimilate one of the Ferengi factions. Players inherit some of the Ferengi faction reputation. As the Borg have assimilated the Ferengi, they have gained the knowledge of how to barter and want to make a profit, so open a faction store.
I haven't seen any mention of The Cooperative as a representative Borg Faction. That's where 4* Riley Frazier is from. It might not be along the aggressive lines of a 'pure' Borg faction or Unimatrix Zero type, but it might be acceptable.
Personally, I rather see a Syndicate Faction added. We have the 5* Orion Syndicate ship, but no faction store to purchase plans from. We also have crew that are Orion, but again, no store to purchase from. A Syndicate faction could open up a lot of possibilities for new crew/ships(canon/non-canon) from several unique races that haven't been introduced yet, and are not really affiliated with any other factions.

This is a strange concept, because we as Trek fans have been given MUCH more Borg content than, say, Hirogen, but despite that difference we actually know MUCH more about Hirogen culture than we do about Borg culture.
It has been a while, but I read an article several years ago by a VERY knowledgeable Trek fan who posited that all we EVER see of The Borg is their military. Even when went to Unimatrix Zero several times on Voyager all we ever really saw was the military. We as viewers are left to assume that The Borg is 100% military, but it is possible there are trillions of Borg on various planets, stations, etc that are just regular Borg, doing regular Borg things. I'm not sure I am able to fully ride that train of thought, but it was a fascinating jarring of the assumption I myself had made while watching, and it stuck with me.
We only met the Hirogen a few times on Voyager, but in those episodes we learned exactly how their culture works, the struggles they have as a people, and also that Starfleet had a direct impact on the future of them as a people. If we assume all of us Captains are part of Starfleet, it makes sense to me that we would continue dealing with the Hirogen as we are already invested in them as a people and a culture.
Just my point zero two dollars' worth. I would obviously not complain in the least if we did get a Borg/Unimatrix Zero faction, just trying to play Devil's advocate for why we might have things the way we currently do.
Of the others mentioned in this thread so far, the idea of adding Xindi seems cool but if we allow for Earth to represent all of the Federation, then the Xindi are already represented as members of The Federation. Regarding the handling of the two Ferengi factions, it seems more logical to me that eventually the Ferengi Alliance over time would cease to exist and become part of The Federation, which would leave just the Ferengi Traditionalists to effectively resume just being regular Ferengi, and that could open the door for a new faction.

Countless players have made this point repeatedly and to no avail. The player base, for the most part, would really like to see a Borg faction added, but DB seems determined to never provide such.

Assimilate the two Ferengi factions into one and give us the Unimatrix Zero.
Not that I am "opposed" to it, but DB doesn't actually have to fuse the Ferengi factions in order to give us more factions. Their system is obviously designed to simply add on more factions if they want, seeing as on occasion, a "ghost faction" appears in our factions section of the game. Most of us have seen it happen, maybe during a time where DB was in the process of doing some maintenance, etc...
Actually, I've seen it posted that (well, not officially, but...) adding an extra faction is going to be extremely tricky. Apparently there is a worry that the current faction setup is a house of cards, and any tinkering with the code could make it all come tumbling down.
I think they should just overhaul the whole damn feature. Keep the shuttle concept, rework everything else. From shuttle drop rarity (we need more basics) to store items (anyone still buyin' 'em schems?) to linking them to conflicts in episodes (which doesn't do much, and seems like an early idea that was only fleshed out halfway, ever).
