Overall, the game has been a positive experience for me... I started playing right at release, so some of the issues that have come up are pretty mild compared the early problems... The fun of assembling and building your ideal Star Trek crew still holds great appeal to me through this game... or I have a digital gambling problem... either way, I’m still playing and having a good time (minus getting screwed by the RNG)!

I don't think you need them 3 in a row in one voyage. I picked up all the voyages characters randomly. I just kept making the right choice to get the characters and they showed up eventually throughout successive voyages.
You don't need them in a row, but you do need them in the same voyage. If 3 dilemmas is the best you can do without extending, then you do need them in a row. Or pay.
For some reason I remember getting one by fluke at the 4 hour mark so I think there might some variability in the system that they haven't made public so it is harder to get the characters.

Fierce Guinan and Colonel Worf drop from 3 part dilemmas, but the others are only 2 part.

For the record, 95% of all my Voyages don't go past 6 hrs, and I've gotten 4 Voyage-only crew (Colonel Worf, The Clown, Thot Gor and Jannar). So it's possible. The 2-part crew in particular aren't that problematic, since you can get the first part from either your 2-hr or 4-hr dilemma and still have a shot. Colonel Worf was a lot luckier since I got the first part at 2-hr, then all the other parts in a row at 4-hrs and 6-hrs.
The only "variability" is the RNG/luck required to get the right dilemmas to pop. Otherwise there's an established path to take (which options to select) to get the characters. No variability there.
