This is NOT new. It's been this way for quite some time.
Captain of the voyage vessels: Queen of Bashir, Landsknecht, and Sunspear, the first luxury starship cruiseliners.
Amenities include wifi, fully-functioning holodecks, a full-service bar, 3 party decks, a Trill spa, and a business centre.
Fun fact: The ships are propelled by bouncy castle technology.
In my humble opinion, the word "INCLUDES" means something.

Did one single pull and got a legendary behold. So I guess, it's a matter of luck.
So i had a look and done a single ten pull myself.
i don't see a green uncommon item in this lot either.
So maybe someone should be looking into that.

I spent something like 15 million credits hunting down Festive Jadzia and I ALWAYS got a 2* crew.
I can't even imagine being a new player in this game right now. Collections were the final nail in the coffin for my f2p account. Between starbase bonuses and collection bonuses, newbs are at such a disadvantage that I fail to see why they would even bother to stick around. I like the idea of collections but the rewards are backwards. The best rewards should be the first rewards, and rewards should diminish as you go, otherwise you're giving massive bonuses to players who already have the massive bonus of having 2-300 immortal chars, a big enough advantage in its own right. And now new players can't even get a guaranteed usable cadet out of a standard pull? Something is so wrong with that.
That's what it used to say when you read the text on the packs.
Looks like this nerf came with the apple forced disclosure of drop percentages.
If this is a change, they accidentally rolled it out and have now reverted back to the old guarantee.
Note, I'm not running the updated client, if this change is controlled by the new client I can't comment on it.
I can't imagine drop results are determined by the client. That would be screaming for a hack/exploit. That had to be back end...
I think it's a bug. The premium 10x also says "Includes" and we known that guarantees a purple.

I could see the new client making a different server call for a tweaked portal, or the client sending a flag that changed the algorithm on the server. Something so that they could run both clients at the same time before the forced upgrade and deprecating the old server code.
Especially if this nerf was prompted by releasing the odds, I could see the potential for a connection. Granted there is no reason the premium 10x can continue to guarantee a 4* while the credit 10x can't.
PS. If I knew that beforehand I wouldn't opened all those common 1-pulls I got from gauntlet... would had hundred or two in reserve instead of requirement of spending money.
