I'd like to see the Mega be impactful in some respect...I can see Prophet Sarah SIsko... hell a lil less powerful on the God scale, but Admiral Ross --- maybe even Chancellor Martok (though that whole existing variant not being bonus confusion thing is annoying.)
There will be 8-12 new characters for this upcoming event. I feel like after the V/R event where we got 2 romulans of unsatisfying stats, we should hope to see clearly themed characters that are all exciting to at least some group of players. Also I think if anyone believes this event won’t have at least some non-canon “Augment So and So’s” in it, you haven’t been watching DB this year. My fear that by requesting fringe one off characters and highly specific episode versions of mains from DS9 we may be setting ourselves up for a disappointment. 4-6 augments and 4-6 DS9ers isn’t a big pool. I would love to see Jake, Winn, Shakaar, Damar and the like get their day, but if they do and there is no Kira, Odo or Miles it would be wierd. Similarly, there is now an issue of having to do Augment crew, which is why I think we are about to get a parade of non-canon fur wearing versions of Dax, Kira and Sisko. Also, Mirror Troi was a bloodbath event and likely a huge sales week, as was Honey Bare. I’ll be stunned to not see Augment Dax happen.

The perfect balance would be one new 5*, one new 4*, and one existing 4* each week, so we'd get:

There are only three 4* Augments: Augment Riker, RAF Julian Bashir, and Young Khan. Remember what I said about Bashir, though, which would leave Riker and Khan. I'm sure a lot of Augment fans are hoping for a new Khan somewhere in all this, so if the new Khan is another 5*, reusing the 4* Young Khan that week would work just fine.
Respectfully, I do not think this is the best approach regarding Event Crew to try to please the greater player base, acknowledging that any option available to DB will be disliked by some portion of players. Specifically, I feel that a major contributing factor to the dissatisfaction within the current Mega Event was precisely the choice to have one existing 4* each week. This I think opened up criticism in 2 different ways. Firstly, players did not like the choice(s) for existing crew, and I think this will always be the case, as there will always be players who would want the existing crew to be someone other than whoever is chosen - that is, I do not think it is possible for DB to choose an existing 4* character to use that someone won't criticize. Secondly, players came up with long lists of potential new crew (especially Romulans) they would have liked to have seen in the Mega, who did not end up appearing, and we could have gotten more of these if there had been fewer existing crew used.
Again, there is no perfect solution that someone won't like, but I do believe have 4 existing 4* crew during a Mega does more harm than good regarding player satisfaction. If there are more new 4* crew introduced, it adds something new to the game that is potentially available to all players, whereas existing crew will always be uninteresting to some players. My suggestion would be that at most only 2 of the 4 Events during the next Mega have an existing 4* character as Event crew, instead of your proposed 4.
That request originated from the consistent frustration voiced in threads throughout previous mega-events where players felt overwhelmed by the influx of new crew.
The disappointment you allude to isn't about the general idea of including existing crew, but simply specific to the selection of which ones. These are merely requests. Not expectations, not instructions, not demands. They're not even all necessarily things that I personally care about, for that matter. This is just a list I synthesized from things that have stood out to me as recurring points discussed throughout each of the first six mega-events. The remarks about the fifth week and T'Rul you quoted were merely tongue in cheek bits of wishful thinking on my part. It didn't occur to me that wasn't self-evident.
I'll readily grant that I'm being presumptuous about Bashir & the Misfits turning up, but anticipation of their presence has been expressed throughout the various threads related to that mega by numerous other forum members besides myself. It's a reasonable thing to speculate, given that they're both DS9 characters and Augments.
Given the recurring 5* tends to meaningful to one of the factions, I suspect we'll see a new Khan, although we could get a Prophet Sisko or Emissary Sisko.
Plotline, given DS9's involvement, possibly the Augments wanting to improve themselves further by becoming like the Founders? So maybe even a Changeling Khan?
I'd like to see the Jack Pack make an appearance, as well as some Augmented DS9 crew - Augment Sisko, Augment O'Brien... Even have an un-Augmented Jules Bashir as a 2* as a nice touch. His stats would be terrible, but in this case stats wouldn't be the point. A new Keiko could be a nice touch too, Augment Keiko, who'd make for a nice MED/SCI/ENG and have Poison Ivy green-er with envy at her toxic botanical skills.

While I sympathize with the original post, I disagree with his numbers on a 'balanced' distribution of augments and DS9 characters for the mega event. This is Timelines, after all, where all the series of Trek come together. So yes, there should a be a few more augment and DS9 characters, but in my opinion it's part of the game that a character from another series makes an appearance.

To date, only one of of the Recurring Legendaries even had ENG as a tertiary skill (Borg Queen, as corrected by @Lady Gaghgagh below), so it would be fantastic for this to be the primary skill of whoever the June 5* is. ENG is the last skill that needs an infusion of some genuinely strong and useful crew, so it would be great if this 5* would be such a crew member. Bell Riots Bashir does not have ENG at all, and while technically there is no fifth week, necessitating the use of an Honor Citation to immortalize him, that fourth week is surely gonna feel like two.

Characters
As mentioned, Bashir and his quartet of misfits fall in the middle of the Venn diagram, so we expect them to feature. If we get Patrick, he really ought to be Admiral Patrick and if at all possible, have the "That's a stupid question!" sound clip.
Ezri has qualified for the Bonus Crew in several events that featured Jadzia, but she's only ever been in the Featured Crew for one event herself ("Holograms Are Forever"). Also, she doesn't presently have a 5* persona.
When choosing the existing 4* crew, prioritize those who have not yet been featured in an event. For example, there's Subcommander T'Rul from DS9. -_-
Bashir and the Misfits did feature, though only Sarina Douglas rather than all four. I personally think they got that part right. The quartet would have been overkill, and if you're gonna whittle it down to just one Misfit, surely Sarina was the one to pick.
No Ezri. #sad
The selection of existing 4* crew is probably the only real disappointing spot for me with how this mega unfolded. No existing 4* DS9 crew meant that all the DS9 crew we got were new, which is nice, but it also meant no one was able to bring someone they already had into any of these events for a full bonus or to finish fusing them. That itself is not much of a problem, though.
Where it did become kind of disappointing was the Augment side. Young Khan and Augment Riker have both featured in events before, with Young Khan most recently appearing in "Triple Threat 2" in January. Arik Soong was in last year's first mega, "The Process of Assimilation". He doesn't have the Augment trait, meaning he was not helpful for the remainder of the mega-event or for completing The Eugenics War collection. Then there's Drone Seven of Nine, who also featured in "The Process of Assimilation", is not an Augment in any sense of the term, and will not be of any help in Week 4, either. Plus, she was the serialized monthly 4* in the Daily Rewards last year, meaning she's been as well circulated as a 4* can get in this game.
All in all, the distribution and balancing of this mega-event was surprisingly solid. Eleven of the thirteen Featured Crew were solid choices. Despite the criticisms I just laid out about Arik Soong, he makes perfect sense for inclusion in an Augment-centric event! Only Week 3's inclusion of two off-theme crew (Species 8472 and Drone Seven of Nine) undermined what was otherwise a solid month.

Bell Riots Bashir does not have ENG at all, and while technically there is no fifth week, necessitating the use of an Honor Citation to immortalize him, that fourth week is surely gonna feel like two.

We're getting a diluted Hybrid version, but at least that's something, I suppose.
Bashir and the Misfits did feature, though only Sarina Douglas rather than all four. I personally think they got that part right. The quartet would have been overkill, and if you're gonna whittle it down to just one Misfit, surely Sarina was the one to pick.

The selection of existing 4* crew is probably the only real disappointing spot for me with how this mega unfolded. No existing 4* DS9 crew meant that all the DS9 crew we got were new, which is nice, but it also meant no one was able to bring someone they already had into any of these events for a full bonus or to finish fusing them. That itself is not much of a problem, though.
Where it did become kind of disappointing was the Augment side. Young Khan and Augment Riker have both featured in events before, with Young Khan most recently appearing in "Triple Threat 2" in January. Arik Soong was in last year's first mega, "The Process of Assimilation". He doesn't have the Augment trait, meaning he was not helpful for the remainder of the mega-event or for completing The Eugenics War collection. Then there's Drone Seven of Nine, who also featured in "The Process of Assimilation", is not an Augment in any sense of the term, and will not be of any help in Week 4, either. Plus, she was the serialized monthly 4* in the Daily Rewards last year, meaning she's been as well circulated as a 4* can get in this game.
All in all, the distribution and balancing of this mega-event was surprisingly solid. Eleven of the thirteen Featured Crew were solid choices. Despite the criticisms I just laid out about Arik Soong, he makes perfect sense for inclusion in an Augment-centric event! Only Week 3's inclusion of two off-theme crew (Species 8472 and Drone Seven of Nine) undermined what was otherwise a solid month.
