I have 3 stars on my Caretaker so he does drop pretty frequently in gauntlet
Some people didn't got neither Locutus nor Guinan despite playing Gauntlet from the beginning... and chances are exactly same. So personal luck doesn't mean "frequently".
I can get a prize from the second line of the Dabo wheel most days. Unfortunately it is usually schematics that I already have FF.
This happens to me weekly. I use these schematics as replicator fuel, nothing else.
One small strategy that I have used is to airlock any unwanted characters picked up on voyages BEFORE I go to the Dabo table. That way, I am slightly lessening my odds of getting something that has zero value. I still get useless components, but at least they are not for the 1* I forgot to space.
4 months of play and I've never received a top row prize. I'm happy if I get a component I need from the second row but its usually ship schematics for ships I've maxed out. The bad thing about game design is, the more you collect and cryo the more likely your purchase won't get you anything of use.
Two years of playing and I have just gotten once or twice a price from the top row without Dilithium, and never got the Legendary. The wheel it's just like betting do not rely on it, the rest of the game relays much on strategies to play better and obtain better prizes, I play 6 hours voyages regularly and now, 8 hours voyages are starting to be accessible for me more often, this game is much more of patience and strategy than investing money.
Argentina Unida is an active fleet for anyone willing to play everyday, today we do not have open places, but I believe by the weekend there can be open places. We are building Starbase level 77.

Actually, that is the exact moment to use your dilithium, assuming you've got a maxed out 5-star ship, a refuel should get you through two dilemmas.
