This is absolute scummy RNG garbage! I just collected all my chronitons so I could build more items for my crew and I end up wasting all of them on one away mission (the mad vedek).
This kind of crap felt like a huge kick in the balls and now I have to go on another voyage and waste more hours just to get these stupid items.

Also do not forget replicator when feasible.
Oh gosh, i made the comment about that thinking it was either 4* casing or 4* clothing Pattern and it turned out to be both of them. It is a bug that is not always there. The best suggestion I can tell you is to check the pips. If you see five pips, you need to look at the rewards. If you see it as a one-time (rare) reward, the pips usually are meaningless. On the two i mentioned, it is not a regular reward. So you will waste Chrons trying to get it. I have been caught by those a few times, but I have those down now.
There are some that show 5 pips and have it as both rare reward and regular. But it is not the best drop for the item. So now if I see 5 pips and do not remember if it is the best drop rate I check wiki. But if I am tired, I still get caught by these.

I did not bother. I usually stop after one Warp 10 and examine what is going on.
I also figure by the time I get to CS I will have gotten a few voyages.
I feel the Chrons they give us in voyages make up for the error.
But I am only getting burned on one Warp 10.
Might be different if I went through a few.
Also, I feel I did get items that I will eventually use.
Yes, as @Data1001 said, the best way to get those darned Encoded Communiques is to run the cadet mission to stock up. That mission also gives Translation Algorithms, which you'll also find comes up a lot in galaxy events.
The replicator is totally acceptable as well, considering the difficulty of obtaining this item. Sometimes, if I have some replications left at the end of the day, I'll replicate low drop rate or faction only items just to stock up as well (0* Holoprograms, 0* Ancient Films, 2* Encoded Communiques, 0* and 2* Science Experiments, and others as well as the aforementioned 0* Encoded Communique, although those haven't been much of an issue for me lately).
More importantly, don't EVER spend 200 chronitons running one mission trying to get an item like that, especially if it's a low chroniton run (The Mad Vedek is 4 chronitons per run). If you don't get it after 4 or 5 runs, go build something else and maybe come back to it later, or just replicate it. Chronitons are like gold in this game. You can never have enough, and you need to be smart when you spend. For example, let's say you got the one 0* Encoded Communique after spending 200 chronitons. Now you can build one item. Instead, you could have replicated that 0* Encoded Communique (or the entire item) and used the 200 chronitons to build maybe 4 or 5 other items.
Think of it like going to the casino. Would you keep playing a slot machine that never pays out? Of course not. You'd take your money and go to another machine that has better odds.

The policy when putting in a ticket for this is usually you get nothing. Really depends on how awesome the CS rep is as I have seen responses saying sorry nothing I can do or here is 200 chrons for the issue. When chrons are given it’s usually with the statement we don’t really do anything for this but...
Personally I feel DB is responsible for the problem since it’s a glitch with thier game that shows the wrong information. I have persally lost a few chrons on it in the past but have played long enough now to know what missions give what. Also, 4* equipment are never over two pips. A quick restart of the game will correct the issue of a mission showing the chance to get an item when it really does not have any chance.
I had one run and I went back to it and the bug was there. But on the other hand it is not there most of the time.
Edit : Just had thought. Might they have fixed it with this 5 update. Will find out.
Ya replicate or do cadet challenge Tuesday Sunday for it. The cadet challenge can help because usually every level has the need for one or two of them. Replicating say 20 items can take a while. But using the cadet challenge could get you past a few of the items only needing one or two. Possibly cutting your replication in half.
Because of the ridiculous need for them, if I have any Romulans on the shelf to be leveled, I only run that mission on Tuesdays and Sundays.

I used to run that one just for Submicron Scanners. REA's were just a side bonus. Sometimes I adwarp Right Place Wrong Time as well.
Best thing you can do for Romulans is to just leave them alone for awhile. Eventually the Dabo or Gauntlet will give you the Uniforms saving you from farming REA's.
Same goes for EC's. If you have a crew with a Civilian Disguise, just leave it alone. Eventually you'll get some. I had a 1/4 Ardra sitting a L1 for months until last week. She used up some of my stock and I replicated some but I never once had to spend chrons farming EC's.

The bright side of running that mission so many times during the last mega event is that I haven’t had to run that mission once in two months for a submicron scanner. I still have 46 or so left, too...
