My bad, I read the 3x and 2x from another forum post requesting clarification of numbers. You should head over there with your knowledge and update the OP, I'm sure they'd be grateful
I dunno about ill-planned conspiracy, but from reading between the lines in some of Shan's posts (about hotfixes being required for T'Kuvma and spaghetti code related to similar, now deleted, probably for containing said info) it's more a case of DB looking through "event crew" (that is to say, any crew card that has been used for events and, as such, has the necessary coding) and picking one they haven't used too recently, but also worked without bugs.
T'Kuvma only provides "the best bonus" which means 2.5x not 3. Same as other mega event crew
When did 2.5x become a thing? Is it just for the Galaxy phase of Hybrid events? It is definitely not what we were told way back in the beginning for Galaxy events, nor what I put into the wiki way back then either.
