Looks like good base stats, shame it's only a 2 slotter but also - out of every card in this game, this is the one I simply MUST have...

My educated guess on his FF/FE stats are 1200 +(143-317) CMD, 1082 +(96-207) SEC.

...for Fleet AA at least.

Our Starbase SEC is lvl 6 and CMD is lvl 5.

Yikes, just four traits? Some that seem like he should have:

Athlete - Because the game doesn't have Sports Manager as a trait. It's in the spirit of the trait, anyway.
Bajoran - Other Sisko personae have this trait.
Costumed - Because sports uniforms are classified as costumes.
Cultural Figure - 1701 Sisko, Captain Sisko, and Promoted Sisko have this trait. Other Sisko variants do not, for the reason they aren't technically the same person. (Gabriel Bell has it, but it's arguable whether that's because it's Sisko or because Bell was one. I interpret it as the latter.)
Federation - Because he's, you know, a Federation citizen.
Tactician - Because a baseball manager is all about tactics and strategies. Besides, Captain Sisko has the trait, too, and this persona is just Captain Sisko managing a baseball team.

Sisko looks really nice. I want to see the 5/5 stats before making a decision in going for him though. Both T’kuvma and Rejac were com/sec and their overall stats at 1/5 seems higher.

FE/FF level 100
CMD 1150 (143-317)
SEC 1046 (96-207)

If you look at the stats total, Sisko stats is quite low compared to other 5* with com/sec

T'kuvma = 2793
Torchbearer = 2774
Proto Worf = 2680
Sheriff Q = 2640
Mirror Regent Worf = 2630
Mirror Kirk = 2605
Niners Sisko = 2577

If sisko didn't look so good, it would be an easy choice
