As Voyages are always individual issues, I still took the liberty of doing a CS ticket. At least I was able to recall the stuck voyage, but to not lose even more time as I was aiming for a 20 hour achievement voyage, I had to speed up the recall (6 hour duration it would have been), so I could immediately start a new voyage ... a bit sad as I won't have the chance to get it back for Galaxy start.

If I had known that my 14 hour voyage would suddenly work again, I'd have kept it running, but who can know that in advance? Well, at least now that I know it's working again, I can send a new voyage and hope it will actually last for the 20 hours I was aiming for.

@Shan , do you think that those who recalled their voyage in expectation that it wouldn't resume, would actually get the Dilithium not just for extending it, but also for sped-up recalling it (in order to not lose more time as e. g. I was aiming for a 20 hour voyage that got stuck at 14 hours)?

The issues have been resolved and the following in-game mail is being sent out:

As you may have noticed, we encountered some turbulence around 5:00 PM ET (22:00 UTC). We are now in the clear.
This impacted the game in the following ways:
• Voyages were unresponsive and have since resumed their course. No rewards were lost in the process, except for Voyages that might have failed while experiencing this issue.
• Active Cadet Challenges and Away Missions were not progressing correctly and those rewards were lost.
We apologize for any inconvenience this caused, and thank you for your patience while we navigated through it.
Please accept the enclosed 150 Dilithium as compensation. It will allow you to, as needed:
• revive a Voyage; or
• purchase shuttle boosts, Cadet tickets, or Chronitons

The issue was not present 12h ago, you might have encountered a bug unfortunately.
We are recovering now and you should notice it in game.
I haven't seen it either, but I assume it's like all in game mail and is sent out in batches so we'll all get it eventually.

It's good to see you listening to what players want and not just giving more chrons.
