I don't think anyone in this game has a proficiency that low in anything.
I mean if it's that low, then why have any proficiency at all, it really won't make any difference.

I am strongly hoping this as well.
According to what I was able to find on the wiki, there are only a handful of super-rare & legendary crew who have a skill with a max proficiency of less than 50:
As you can see, Miles gets shafted numerous times for Diplomacy — I guess DB considers his people skills to be a bit lacking (which may be fair, lol). But (8-18) would definitely be a new low.

I think it has to be a typo. Otherwise he is likely to have unused skills that have higher random rolls (from components which give bonuses to stats they don't have)

If it's a typo, it's a repeated typo...
well there actually *is* a repeated typo in the announcements.... it's even repeated in other languages' postings! "Rogna"
At any rate, none of these chars have gauntlet potential so I'm not sure why it matters other than ppl wishing the combined stats were higher.
