Rom is out there in the Voyages pool. If you keep playing, you'll get him eventually.
No way I can justify that to myself, with all three superrares already finished - I've actually got a bunch of dilithium just from not having used it in a while, but I'll keep it for event packs and better odds. Shame, I'd love to gather all the Niners, but honestly Kira was the one I'd have taken bad-odds long shots for so I can kind of take or leave the rest.
Including Dukat has got me thinking about what if the whole of DS9 was baseball - like it starts with Ben and Jake moving to a little town called Bajor where the local baseball team the Prophets have a rivalry with the Cardies from the next town over, they get into the big league, Coach Dukat sells out his team and takes a bribe to let the Dominion buy them out, and so on, they're all still in their alien makeup but nobody comments on it, best sports movie ever?
It could even have an in-universe explanation: Jake Sisko, Julian, and Miles all collaborate to write a holonovel about the history of 24th century Bajor tailored for young children.

I love Yarnek (first 5* I immortalized with citations) but if you have Surak and The Keeper you don’t need Yarnek for skill/trait purposes.
I have Surak, but even if I didn't, I'd have still gone with the second star on Umpire Odo. I'm at a point now where I can comfortably ignore stats and just pick crew members I like and want. Right now, I'm on a pretty big DS9 kick. I've frozen almost every non-DS9 immortal I have, reviving only who will be helpful in each week's event as needed. This has sent some of my stronger crew to the freezer, but I'm getting by just fine without 'em. It's more satisfying for me to send out a voyage and waves of shuttles using only DS9 crew than it is for me to just go by the numbers.
Regretfully, though, I do admit I've reverted to using the go-to mainstays in the Gauntlet of late just because I tired of hemorrhaging merits to refresh my way past one wall after another.

Surak’s combined COM skill isn’t terrible and COM is one of the easiest skills to compensate for due to the plethora of CSD crew. And on a voyage with SCI primary and a SCI or COM slot with a Telepath, Shapeshifter, or Quantum Mechanics trait bonus, The Keeper is a good choice (possibly even a better one due to the comparative rarity of MED compared to DIP).
My point was only to say that in a behold with Yarnek and one or two crew that fill a need (whether a skill/trait opening or just the collector’s itch), people with Surak or The Keeper already on hand could select another crew without feeling bad about the choice. I still highly recommend Yarnek to anyone who has the opportunity to get him because he’s been so great for me over the last eight or nine months.
No point as I have all the rares FFFE already, if you believe their odds, that's a 90% chance it will end in disappointment, more if you have the other Golds. One for the whales me thinks
